Cheryl Peacock Cottle conducted a Roll Call wherein all Council Members were present except Council Member Morris Pratt who was excused 1 Opening Ceremonies Pledge of Allegiance Erin Penrose Youth Council Youth Council Chair Erin Penrose directed the Pledge of Allegiance 2 1 Jacob Reverence Bailey Youth Council Opening Ceremonies For November 16 2011 to be arranged by Council Member Johnson Youth Council Member Jacob Bailey offered the Reverence 3 1 Citizen Comments 05 Chairman Jerry Rechtenbach reviewed the Citizen Comment Procedures for the 33 18 audience He then called for any citizen comments 44Geneva Facemyer of Bennion Circle addressed the Council regarding three recent Pit 34 18 Bull attacks in the City of Taylorsville She described the attacks on children and animals and asked the Council to consider a ban on Pit Bulls in Taylorsville 42Tamara Reshoud 38 18 Alof Hazelnut Circle relayed that her small Yorkie dog was killed several months ago by a Pit Bull She said she believes there should be restrictions imposed or even a ban placed on Pit Bulls in the City 41 Melissa Liponi of Best Friends Animals Society stated that she was representing a 18 group in attendance She expressed sympathy to those families who have been affected by Taylorsville City Council Minutes November 2 201 1 Page 4 anima attacks She read a statement opposing laws that focus on dog appeazances versus behaviors She suggested that such legislation is not humane and noted that her group supports very strong dangerous dog ordinances that are breed neutral rather than breed specific 03 Rebecca Carpenter described ways her family has been affected by Pit Bulls in her 47 18 neighborhood 35 Charles Christopher relayed that his Pit Bull previously served as a service dog He 50 18 noted that responsible dog owners should not be penalized by the actions of irresponsible dog owners 39Jessica Almeide Behavior Manager for Humane Society of Utah stated that she shares 53 18 the view ofBest Friends Animals Society She relayed success stories of Pit Bulls that have been adopted into the community with no subsequent problems She offered the assistance ofthe Humane Society to the City in creating an ordinance 51 Scott Hinckley accentuated the importance of responsible dog ownership He noted 55 18 that there are numerous breeds that are included in the Pit Bull category He agreed with the points made by No More Homeless Pets Best Friends Animal Society and the Humane Society 08Brenda Miller said that she owns a Pit Bull 58 18 She stated that she supports legislation regarding aggressive behavior in dogs but does not support any legislation that targets a specific breed She suggested that the City pass ordinance to hold people responsible for the behavior of their pets regardless of the breed She read a statement regarding specific suggestions to protect the rights of responsible dog owners and also promote a safe community for all residents 04Adrienne Sanders relayed that she owned a Pit Bull for 12 years She stated her 00 19 opposition to Breed Specific Legislation 12RoxAnn Ball Jeppesen a 01 19 professional dog trainer explained that she is working in Taylorsville to head a volunteer group regarding animal issues She offered the City assistance with funding for shelters animal programs and education for owners Ms Jeppesen stressed the importance of enforcement She cited the need for assistance for proper dangerous dog laws but said she cannot support any specific breed legislation 39Amy Mena stated that she owns Pit Bulls one of which is a service dog She relayed 03 19 that she has never had a problem with her dogs and said she objects to bans on a specific breed She asked that responsible pet owners not be punished for the actions of irresponsible pet owners Taylorsville City Council Minutes November 2 2011 Paee 5 34 Gayle Douros described her experience as 05 19 a long Pit Bull owner time She stated that she is very much opposed to a Pit Bull ban She stressed the importance of being a responsible pet owner no matter the breed 19 07 52Jayde Allison said she has never had issues with Pit Bulls but has suffered attacks by other dog breeds She expressed that she is not in favor of breed specific legislation 9 1 05 9 Melissa Walkingstick Fryer reviewed facts regazding animal behavior specific to Pit Bulls She suggested that these facts illustrate that most fears regarding Pit Bulls are unfounded She noted that the biggest problem is irresponsible dog owners and dogs that aze not spayed neutered or socialized 32 There were no additional citizen comments and Chairman Rechtenbach closed the 11 19 citizen comment period 00Chairman Rechtenbach cited review that will be given to the Animal Ordinance in 19 12 conjunction with West Valley Animal Services and other related parties 33 12 19 Mayor Wall asked that those who have offered to help with vicious animal ordinances leave their contact information with John Inch Morgan 51 Chairman Rechtenbach recognized members of Scout Troop 1349 and Scout Troop 91 14 19 in attendance 4 1 Mayor Report s 28 Mayor Russ Wall reported that a number of Taylorsville staff members recently 19 15 attended Emergency Response Training in Maryland He cited the high quality of the training and commended staff members who participated 45 Mayor Wall invited those in attendance to visit the new Jones Heritage Trail that has 16 19 been completed between the Taylorsville Bennion Heritage Center and the Taylorsville Senior Center 46The Mayor reported on the status of the Veterans Memorial that is nearing completion 17 19 He cited work that has been donated toward the Memorial He described plans for the installation of military flags and the Veterans Event scheduled for November 11 2011 35 Mayor Wall relayed that Taylorsville Volunteer Event Coordinator Elaine Waegner 19 retired from the City on October 31 2011 after 13 years of service He stated that Ms Waegner will Rhetta Mclff LARP Chair 18 LARP Chair Rhetta McIff presented the Best of Taylorsville Home 21 19 Business Beautification Award to Dave Mandy and Gracie Bowen 2 APPOINTMENTS There were no appointments the motion passed unanimously 5 PLANNING MATTERS 1 5 Discussion of the Proposed Land Development Code Chapters 24 27 28 Mark McGrath 51 Community Development Director Mark McGrath presented Chapters 24 27 and 28 of 34 19 the proposed Land Development Code for review and discussion Taylorsville City Council Minutes November 2 2011 Page 7 08 9 1 4 2Mr McGrath addressed comments and suggestions regarding parking standards grading and fencing He agreed to make changes and corrections as noted 58 City Engineer John Taylor gave input on existing faults in Taylorsville 23 20 6 FINANCIAL MATTERS 6 1 Resolution No 11 31Approving a Grant Sub Agreement Between the City of Taylorsville and Salt Lake County for the Conduct of a Home Investment Partnerships Program John Inch Morgan 03 City Administrator John Inch Morgan presented the subject resolution to approve a 36 19 grant agreement between the City of Taylorsville and Salt Lake County for a Home sub Investment Partnership Program He noted that this is in reference to that which has been known in the pastas Home Funds for home rehabilitations 00Mayor Wall explained the process for qualifying for and receiving funds He clarified 38 19 that there is no defined increment for funds and a revolving fund is used He noted that the loans are typically deferred with little or no interest 27Council Member Dama Barbour MOVED to adopt Resolution No 11 39 19 31 Approving a Grant Sub Agreement Between the City of Taylorsville and Salt Lake County for the Conduct of a Home Investment Partnership Program Council Member Bud Catlin SECONDED the motion Chairman Rechtenbach called for discussion on the motion There being none he called for a roll call vote The vote was as follows yes Pratt Johnson excused Catlin yes yes and Rechtenbach Barbour yes All City Council members present voted in favor and the motion passed unanimously 2 6 Resolution No 11 32 Accepting a Grant from the State of Utah in the Amount of 100 City Effort to Construct the 000 to Support the s Taylorsville Veterans Memorial John Inch Morgan 56City Administrator John Inch Morgan presented a resolution to accept a grant from the 39 19 State of Utah in the amount of 100 000 to support construction of the Taylorsville Veterans Memorial He asked the Council to recognize the grant revenue received and to authorize expenditure of funds Mr Morgan noted that year amid budget adjustment will be made related to this grant He explained that this grant will allow completion of as much of the project as is possible this year 10Council Member Dama Barbour MOVED to adopt Resolution No 11 41 19 32 Accepting a Grant from the State of Utah in the Amount of 100 000 to Support the s City Effort to Taylorsville City Council Minutes November 2 20 Page 8 Construct the Taylorsville Veterans Memorial Council Member Larry Jolmson SECONDED the motion Chairman Rechtenbach called for discussion on the motion There being none he called for a roll call vote The vote was as follows yes Pratt Johnson excused Catlin yes yes and Rechtenbach Barbour yes All City Council members present voted in favor and the motion passed unanimously 6 3 Resolution No II 33 Approving the Adoption of an Interlocal Cooperative Agreement with Salt Lake Community College for Transfer of Real Property Located at or Near 2200 West 4700 South John Inch Morgan 13 City Administrator John Inch Morgan referenced owned 28 19 City property on 2200 West 4700 South He noted that this particular property has been difficult to market He said the proposed transfer to Salt Lake Community College SLCC is a good use as they will improve the property 22Community Development Director Mark McGrath gave input and illustrated an aerial 29 19 photo of the property He gave reasons that it has been difficult to market the property and explained that the City has struggled to find a use for the subject site He exhibited a plan for improvements made by SLCC Mr McGrath described the proposal for a substation within enclosed walls He noted that there will be extensive landscaping and will serve as a gateway for the community 40Mr McGrath explained that the R 31 19 8 1 zoning designation calls for a conditional use permit through the Taylorsville Planning Commission Council Member Catlin asked about wiring Mr McGrath clarified that wiring will be installed underground and no additional overhead wires will be associated with the project Council Member Catlin stated that he approves of the use as proposed Chairman Rechtenbach inquired about the height of the structures planned Bob Rinquest explained that by and large the structures will be shielded by aneight foot wall He noted that landscaping will also help overcome any height issues 25 Mr Rinquest thanked the Council for considering the proposal 33 19 54Council Member Larry Johnson MOVED to adopt Resolution No 11 33 19 33 Approving the Adoption of an Interlocal Cooperative Agreement with Salt Barbouryes and Rechtenbach yes All City Council members present voted in favor and the motion passed unanimously 7 OTHER MATTERS 1 7 Discussion Regarding Taylorsville Newsletter Options Aimee Newton 08Public Relations Consultant Aimee Newton presented options regarding the 26 20 Taylorsville Newsletter as follows 1 Stay with the Valley Journal for a cost of 1800 per month 2 Mail the Valley Journal to all residents for an additional 1600 per month 3400 total or 3 Publish a separate p 4 age newsletter similar to a sample illustrated with advertising provided at a cost of 5268 including postage 48 Ms Newton clarified that the quote given by a company for the separate newsletter 27 20 option includes advertising She described various additional options given by the company in regard to the size of the newsletter and the amount of advertising included 47Ms Newton called for direction from the Council 28 20 55 Council Member Larry Johnson relayed that he would like to be supportive of the 28 20 Valley Journal but has not personally received his issues lately He suggested that the Valley Journey be told that the City may not have to cancel its contract if delivery service is not improved 45Ms Newrton emphasized that if the Valley Journal is given a specific address they are 29 20 good about following up on missed delivery 24 Ms Newton reiterated that the cost is 3400 total to mail to each home in Taylorsville 2030 Council Member Bazbour said she is in favor of mailing the Valley Journal directly to homes 06 Council Member Johnson suggested that Valley Journal Publisher Boyd Peterson be 33 20 invited to a Council Meeting to address issues with delivery 34 Mayor Wall expressed concerns with bringing a private business owner before the 33 20 Council and telling him how to run his business Taylorsville City Council Minutes November 2 2011 Page 10 23Council Member Barbour stated her belief that it is the s 34 20 City responsibility to get its message out to citizens She noted that there were not many delivery issues when the Journal was previously mailed 22Chairman Rechtenbach said he is in favor of a separate newsletter as half of the 35 20 Taylorsville Kearns Valley Journal contains content related to the Kearns community He suggested that if the City is going to pay extra it should have material exclusive to Taylorsville and mail it directly to households 01 Council Member Dama Barbour noted that the City Council must provide sufficient 36 20 budget in order to fund an exclusive newsletter 18 Mayor Wall gave his opinion that the s 36 20 City problems started with the change from mailing to home delivery He observed that the Valley Journal does a good job with content in its publication He said that he would like to support the Valley Journal but the City may need to pay for direct mailing 55Council Member Johnson asked Ms Newton to meet with representatives of the Valley 40 20 Journal to let them know of circulation problems 39The consensus of the Council was to stay with the Valley Journal but to impress upon 41 20 them the need to improve circulation Ms Newton agreed to have a discussion with the Circulation Manager of the Valley Journal It was determined to evaluate re newsletter options in a s year time 53 Ms Newton gave clarification on the involvement ofKearns in the Valley Journal 43 20 publication 8 NEW ITEMS FOR
