called the Special City Council Meeting to order at 0 Chair 5 0 pand welcomed those in attendance City Recorder Cheryl Peacock Cottle conducted a Roll m Call wherein all Council Members were present with Chairman Jerry Rechtenbach participating via electronic means Taylorsville City Council Minutes December 21 20 Page 2 1 I1Recognizing the Midterm Vacancy in the Office of the Mayor Ordinance No 37 of the City of Taylorsville Directing that Public Notice be Given Identifying the Date Time and Place of the Meeting Where the Vacancy Will be Filled Identifying the Person to Whom Interested Persons May Submit Interested Person s Name for Consideration and Setting the Deadline for Such Submission John Inch Morgan John Brems 59City Administrator John Inch Morgan described the provisions of the proposed 03 17 ordinance to recognize the midterm vacancy in the office of the Mayor of the City Taylorsville He relayed that Utah State statute outlines the processrequired of municipalities to fill a vacancy in an elected office Mr Morgan explained that the governing legislative body is required to provide public notice of the vacancy and to outline the process that will be followed in filling the vacancy 29Mr Morgan illustrated important dates for the mayoral appointment process and 04 17 indicated that copies of the timeline can be obtained from City Recorder Cheryl Peacock Cottle 48 Mr Morgan referenced three documents contained in the City Council packet that are 04 17 available to all interested parties He cited the modified Declaration of Candidacy form that removes requirements for a filing fee and campaign finance statements for the temporary mayoral appointment 48 Council Member Larry Johnson called for confirmation that Mayor s 07 17 Wall new position with Salt Lake County must be approved by the Salt Lake County Council Mr Morgan acknowledged that is the case Mr Brems clarified that Mayor s Wall resignation with the City is conditioned upon approval of his new position by the Salt Lake County Council 01 Council Member Larry Johnson inquired whether a Council Member can vote for 07 17 himif applying for the mayoral position Mr Morgan confirmed that Council Members herself can vote for themselves He described the process that will be followed in the case of a tie vote 01 Mr Morgan reviewed the tentative timeline for the process to appoint an interim 10 17 mayor 7 1 0 Council Member Larry Johnson MOVED to adopt Ordinance 12 4 37 Recognizing the Midterm Vacancy in the Office ofthe Mayor of the City of Taylorsville Directing that Public Notice be Given Identifying the Date Time and Place of the Meeting Where the Vacancy will be Filled Identifying the Person to Whom Interested Persons May Submit Interested Person s Name for Consideration and Setting the Deadline for Such Submission Council Member Kristie Overson SECONDED the motion Vice Chair Dama Barbour called for discussion on the motion City Attorney John Brems recommended adding verbiage to allow a provision for Taylorsville City Council Minutes December 21 201 Page 3 continuing the decision on January 9 2013 if necessary It was agreed to make this amendment to the ordinance There being no further discussion Vice Chair Dama Barbour called for aroll call vote The vote was as follows Burgess yes Overson yes Johnson yes Rechtenbach yes yes All members of the City Council present voted and the motion carried by and Barbour a unanimous vote 2 Other Matters There were no other matters Adjournment 12 Council Member Kristie Overson MOVED to 14 17 adjourn the Special City Council Meeting at 1 5 p Council Member Larry Johnson SECONDED the motion Chair 4m Vice Barbour called fox discussion There being none she called fox a vote The vote was as follows yes Overson Burgess yes yes Johnson yes Rechtenbach and Barbour yes All City Council members voted in favor and the motion passed unanimously The meeting was adjourned at 1 5 4 m p Ci Cheryl
