59City Administrator John Inch Morgan described the provisions of the proposed

ordinance to recognize the midterm vacancy in the office of the Mayor of the City Taylorsville
He relayed that Utah State statute outlines the processrequired of municipalities to fill a vacancy
in an elected office Mr Morgan explained that the governing legislative body is required to
provide public notice of the vacancy and to outline the process that will be followed in filling the
vacancy
29Mr Morgan illustrated important dates for the mayoral appointment process and

indicated that copies of the timeline can be obtained from City Recorder Cheryl Peacock Cottle
48 Mr Morgan referenced three documents contained in the City Council packet that are

available to all interested parties He cited the modified Declaration of Candidacy form that
removes
requirements for a filing fee and campaign finance statements for the temporary
mayoral appointment
48 Council Member Larry Johnson called for confirmation that Mayor s

position with Salt Lake County must be approved by the Salt Lake County Council Mr Morgan
acknowledged that is the case Mr Brems clarified that Mayor s Wall resignation with the City is
conditioned upon approval of his new position by the Salt Lake County Council

himif applying for the mayoral position Mr Morgan confirmed that Council Members
herself
can vote for themselves He described the process that will be followed in the case of a tie vote
01 Mr Morgan reviewed the tentative timeline for the process to appoint an interim

Kristie Overson SECONDED the motion Vice Chair Dama Barbour called for discussion on
the motion City Attorney John Brems recommended adding verbiage to allow a provision for

continuing the decision on January 9 2013 if necessary It was agreed to make this amendment
to the ordinance There being no further discussion Vice Chair Dama Barbour called for aroll
call vote The vote was as follows Burgess
