James Ken Acker Dave Ballou John Purvis 1 Welcome Introduction and Preliminary Matters Chairman Barbour 59Chair Dama Barbour called the Special City Council 00 18 Meeting to order at 0 6 0m pand welcomed those in attendance City Recorder Cheryl Peacock Cottle conducted a Ro11 Ca11 wherein all Council Members were present except Council Member Johnson who was excused Taylorsville Ciry Council Ylinutes August 14 2013 Page 2 2 Ordinance No 13 12 Adopting a Final Budget Making Appropriations for the Support of the City of Taylorsville for the Fiscal Year Beginning July 1 2013 and Ending June 30 2014 John Inch Morgan 12 City Administrator John Inch Morgan clarified that a tentative budget was previously 01 18 adopted with dates effective July 1 2013 through August 31 2013 subject to the necessary Truth in Taxation Hearing in August He explained that the subject ordinance represents a housekeeping matter amending the budget dates to reflect the fiscal year ending June 30 2014 Council Member Brad Christopherson MOVED to adopt Ordinance No 13 12 Adopting a Final Budget Making Appropriations for the Support of the City of Taylorsville for the Fiscal Year Beginning July 1 2013 and Ending June 30 2014 Council Member Kristie Overson SECONDED the motion Chairman Barbour called for discussion on the motion There being none she called for a roll call vote The vote was as follows Barbour yes Overson yes yes and Burgess excused Christopherson Johnson yes All City Council members present voted in favor and the motion passed unanimously 3 Report on Azure Meadows Park Rhetta Mclff Danny James 05Neighborhood Services Coordinator Rhetta McIff recognized Danny James for his 03 18 service and involvement in the City of Taylorsville 59Mr James gave background on his involvement with the City on behalf of his 03 18 neighborhood and his desire for some improvements to Azure Meadows Park which is the City s smallest park at 40 acre 3 04 18 Ms McIff described the Azure Meadows Park and illustrated pictures of improvements made there and playground equipment that was recently installed by volunteers She commended the efforts of volunteers in the neighbor who have donated to date nearly 400 hours of service toward the project 44Ms McIff named Lucky 09 18 Dog Recreation as the vendor for the playground equipment She described safety techniques that were taught to children by Slyde the Playground Hound 17Mr James cited the incredible leadership of CJ the Installation Supervisor for the 11 18 project 26Ms McIff described future improvements and features 11 18 planned for the park e ia trail and tree plantings She noted that the neighborhood is starting the pavilion sidewalk process of adopting their park Taylorsville City Council Minutes August 14 20li Page 3 59Mr James referenced ways that the project has created community cohesion 12 18 13 l Chair Barbour observed that this project represents a community at its best 18 She noted that this process began because of the efforts of one individual who wanted to make a difference in the park he had played in as a child She thanked Mr James for his tremendous contribution 16Ms McIff played news clips regarding the Azure Meadows Park Project 15 18 She thanked Taylorsville Communications Director Aimee Newton for ensuring that the event had media coverage 56 City Administrator John Inch Morgan described the necessary process involved in 17 18 putting the park project together He relayed that funding came from a special Park Fund and did not come from property or sales tax He also referenced the exciting bidding process involy ing a competition between playground equipment vendors 01 Chair Barbour noted that Mayor Jerry Rechtenbach helped haul poles for the 19 18 playground installation project Chair Barbour thanked Ms McIff and Mr James for their presentation 4 SO T W Analysis Strengths Weaknesses Opportunities and Threats To Plan Effectively Organizations Need to Fully Understand the Dynamics of their Internal and External Environment and Develop Strategies to Preserve Quality of Life Mayor Rechtenbach 30Chair Barbour noted that one Council Member is presently absent 19 18 She indicated that it is important for all of the Council Members to be involved in the S O TAnalysis W 40City Administrator John Inch Morgan described a tool that can be used to analyze the 19 18 City Strenlnhs Weaknesses Opportunities and Threats T s SHe cited the need to O W utilize strategic planning techniques in order to plan for the future of the community He presented an analogy of a farmer plowing rows in his field who must focus on the other side of the field in order to make unwavering progress Mr Morgan suggested that it is easy to weave back and forth if concentration is only given to the here and now rather than looking at what is beyond 181 02 Mr Morgan cited an assignment given to elected officials election candidates and city committee leaders to participate in a SW O Assessment He described ways to identify the T City strengths weaknesses opportunities and threats to help move Taylorsville ahead He s gave examples of specific external and internal strategies that may be employed Taylorsville City Council Minutes August L4 2013 Page 4 23 Mr Morgan acknowledged that this may have been a difficult assignment for those 24 18 have not had past experience with S O TAnalysis He agreed that it is important that all W elected officials be present for the T Sexercise in order to provide their owm ideas W O 51 Mr Morgan relayed that he will plan to visit each of the s 24 18 City volunteer committee meetings and give additional clazification on TSHe suggested that committee W O assignments be given to identify specific strategies in order to have a future session that is productive and involves discussion groups 37Council Member Barbour inquired whether there were any Committee Chairs in 25 18 attendance specifically intending to participate in this exercise 59 Chair Barbour encouraged Council Members to complete their S T 25 18 W Analysis O Worksheets and get them submitted Mr Morgan agreed that he would like to see input from everyone in order to be productive He asked that the forms be turned into him so that ideas can be included in future scheduled discussions 07 Council Member Ernest Burgess agreed that this has been a good exercise and it will be 27 18 good to solidify ideas that will move the City forward Chair Barbour observed that Taylorsville cannot afford to miss opportunities that might promote the s City progress 42John Purvis Chair of the Green Committee commented on the S WO 31 18 T Analysis Process He agreed that the assessment is a wonderful tool He inquired where Mr Morgan first learned of the process Mr Morgan cited his experience with this tool through use in school and in conjunction with consultant work for major corporations l4 9 8 3 Mr Purvis suggested that it is important for the City to adopt what has worked in private industry He cited his own experience in leadership and the management of private companies He referenced challenges facing the Green Committee l 3 23 8 2 Chair Barbour inquired whether Mr Purvis desires to take the worksheets to his committee for input and then submit the information to Mr Morgan Mr Purvis said that is not his intention as there are presently not many people involved n the Green Committee 18Chair Barbour suggested that Mr Purvis work with Council Member Ernest Burgess to 3335 produce the O T W S Analysis from the perspective of the Green Committee Mr Morgan gave his commitment to attend all of the s City Committee Meetings and give further explanation on the T Sprocess W O 44Chair Barbour reminded Council Members 834 again of their assignment to prepare the related O Tforms W S Taylorsville City Council Minutes August 14 2013 Page 5 50Council Member Kristie Overson observed that the T 35 18 SAnalysis is intended to be W O the beginning of the Strategic Plan Process in developing next s year budget Mr Morgan agreed that planning for the next budget can take almost a year He confirmed that he is requesting that all of the Council Members and Committee Chairs submit to him the S O T W form that was emailed to them Council Member Overson questioned whether this invitation is open to the public as well and Mr Morgan affirmed that it is It was relayed that anyone interested in providing input for the S T W Analysis should come to the next scheduled O discussion meeting prepared with comments ideas and solutions 08Mr 37 18 Morgan described the planned concept for breaking into four different discussion groups in order to narrow down the top three strengths weaknesses opportunities and threats along with strategies from all of the ideas presented He said that this type of brainstorming will help determine priorities for strategic planning 15Council Member Overson summarized the expectation for Council Members 39 18 Committee Chairs and other interested citizens to participate in what may possibly be a long meeting share ideas and determine solutions in preparation for next s year budget 18 40 13Mr Morgan clarified that the year long budget process could entail a series of meetings involving S O Tanalysis in order to prioritize the absolute highest priorities W He cited the need to focus on mutually agreed upon strategies 40Council Member Burgess inquired about the ability to email this information to the 18 public along with clear instructions so that they might come prepared for the discussion meeting Mr Morgan confirmed that the information can be emailed 5 Other Matters 18 42 12Chair Barbour cited the possible need to adjust the September Council Meeting Schedule due to the attendance of some Council Members at the Utah League ofCities and Towns ULCT Fall Conference The consensus was to amend the meeting schedule for September by holding regular Council Meetings on September 4 and 18 2013 and cancelling the Work Session on September 1 I 2013 31 City Administrator John Inch Morgan noted that he will be responsible for rescheduling 42 18 the O T W S Analysis for a future Council Meeting as soon as he has had opportunity to visit each committee meeting 16 City Recorder Cheryl Peacock Cottle confirmed that a notice regarding the meeting 42 18 schedule change for September will
