600 E. 1st Street on Tuesday, September 23, 2025 at 5:30 PM.

NRC: NATURAL RESOURCE CONSERVATION DISTRICT
The purpose of this district is to preserve lands best suited for natural drainage areas, public open
space, and agricultural uses from encroachment by incompatible uses. The area will also provide
protection from floods and erosion, to protect views, to preserve natural settings for wildlife
habitats, to add to the aesthetic quality of the community, and to lessen the urban density.

9. Materials that are combustible, toxic or consist of any
animal or vegetable matter cannot be stored on the
premises.
10. Any process that will cause odor, dust, glare, noise, heat, or
vibration which would have a negative effect on adjacent
properties would not be allowed.

Exceptions

developed for all types of manufactured housing and support facilities.

ADJUSTMENTS TO YARD REGULATIONS
12.01 Location of Some Accessory Buildings
Accessory structures located ten (10) feet or more from the main building and set back sixty (60)
feet from all front property lines may be erected within three (3) feet of the side and rear property
lines. In all cases, accessory structures shall not occupy more than 30 percent of the rear yard. A
garage which is entered directly from the alley shall not be closer than 20 feet to the alley line.
Accessory buildings that do not have walls and that by default allow the elements to penetrate the
area covered by the building are allowed to be located within any required yard at any distance
from the property line as long as building and fire codes allow. Temporary human intervention to
provide shelter from the elements from above is allowed.
12.02 Adjustment to Front Yard Requirements
A front yard may be adjusted to an average of the adjacent structures front yards where existing
adjacent structures have a front yard less than required.
12.03 Adjustment to Side Yard Requirements

Buildings constructed prior to the effective date of this Ordinance with side yard setbacks of less
than required by this Ordinance, may have additions erected in line with the existing building and
provided further that said addition will be erected no closer to the lot line than the existing building.
12.04 Projection From Buildings
Every part of any required yard shall be open to the sky and unobstructed except:
A. Eaves may project into a front, side, or rear yard;
B. Ordinary projection of sills, belt courses, cornices, vertical solar screen, ornamental
features which may project twelve (12) inches;
C. Air conditioner may project three (3) feet from the building;
D. An open, unenclosed porch may project into a required front yard for a distance not
exceeding ten (10) feet while balconies and paved terraces may project six (6) feet into a
required front yard; and
E. Terraces, uncovered porches, platforms, decks, and ornamental features which do not
extend above the level ground (first) floor may project into a required yard, provided these
projections be distances at least two feet from the adjacent side or rear lot line.
12.05 Administrative Modifications of Required Yards and Landscaping Standards
The city council has authorized the Community Development Director or City Administrator to
grant minor modification of the setback and landscaping regulations of any zoning district based
upon the following standards. Minor modifications are intended to allow very narrow changes that
do not change the performance of the required yards or landscaping.
A. Types. The following types of modifications are allowed.
1. The modification is a maximum of 10% or less than 1 foot whichever is less of the
setback requirement.
2. Landscaping standards may be amended to allow for specific species, types, and
location if site restrictions make implementation of the ordinance requirement difficult
to install and/or maintain long-term.
3. Allow required landscaping to be placed outside the required yard if located within a
drainage, electrical, gas or similar easement.
B. Standards. The following standards must be reached before approving a modification.
1. The applicant must justify the extenuating circumstances and show good cause for the
modification.
2. The modification does not alter significantly the intent of the zoning ordinance
regulations.

NRC: NATURAL RESOURCE CONSERVATION DISTRICT
The purpose of this district is to preserve lands best suited for natural drainage areas, public open
space, and agricultural uses from encroachment by incompatible uses. The area will also provide
protection from floods and erosion, to protect views, to preserve natural settings for wildlife
habitats, to add to the aesthetic quality of the community, and to lessen the urban density.
