The regular meeting of the Tea Planning and Zoning Commission was held at Tea City Hall at
600 E. 1st Street on Tuesday, December 9, 2025 at 5:30 PM.
1. Call to Order
Chair Joe Munson called the meeting to order at 5:30 PM with the
following members present: Todd Boots, Stan Montileaux, Bob Venard,
and Barry Maag. Also present was City Hall staff member, Ellen Martin,
Assistant Planner.

AN ORDINANCE OF THE CITY OF TEA, SD, REZONING PROPERTY LOCATED AT 1510
EAST FIRST STREET FROM THE R-1 SINGLE FAMILY RESIDENTIAL DISTRICT TO THE GB
– GENERAL BUSINESS DISTRICT, NO. 25-03, AND AMENDING THE OFFICIAL ZONING MAP
OF THE CITY OF TEA.
BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF TEA, LINCOLN COUNTY,
SOUTH DAKOTA:
The Lot 2 of the Subdivision Hansens Tract No. 1 SE 1/4 25-100-51 City of Tea, Lincoln County,
SD, is hereby rezoned from the R-1 Single Family Residential District to the GB – General
Business District and the official zoning map of the City of Tea is amended to include the rezoning.

• Physical Characteristics: The site has an existing commercial building.
Land Use and Comprehensive Plan Analysis:
The Tea 2050 Comprehensive Plan supports this rezoning request, as the subject property is designated as
Community Commercial. The property has historically been used for commercial purposes, and the
proposed rezoning would align the zoning district with the existing land use.
Recommendation:
Because the subject application is consistent with the intent of the comprehensive plan, staff recommends
approval of this rezone.

Meeting 1-13-26:
Next Steps: Staff will be reaching out to the Home Builders
Association and some active community members for comments.
After that formal public hearing and adoption.
End of Year Reports:
Staff is working on compiling 2025 end of year report for permits
and growth. Report is anticipated to include number of permits,
valuations, living units, and other statics hopefully with
corresponding maps. Anticipated release is likely sometime in
February.
Initial Library Location Analysis:
Work has started on gathering information on potential library sites
for the City of Tea. Goal is provide a list with high level detail
information that can be compared against each other based on
specific desires for what type of library should be built. Timeline for
completion is TBD.
