CITY OF TEMPLE CITY AND TEMPLE CITY UNIFIED SCHOOL DISTRICT STANDING COMMITTEE MEETING MINUTES THURSDAY, JANUARY 15, 2026 1. CALL TO ORDER The meeting was called to order at 4:00 p.m. at the Temple City City Hall Conference Room located at 9701 Las Tunas Drive, Temple City, California. 2. ROLL CALL PRESENT: Board Member Georgino, Board Member Smith, Assistant Superintendent Wu, and Executive Assistant Montero Councilmember Chavez, Councilmember Man, City Manager Cook, Parks and Recreation Director Matsumoto, Public Safety Supervisor Amaya, and Administrative Assistant to the City Manager and City Council Ortiz 3. APPROVAL OF MINUTES OF SEPTEMBER 25, 2025 Councilmember Chavez made a motion to approve the Minutes from June 26, 2025. Seconded by Board Member Smith. Action: Approved. 4 . DISCUSSION ITEMS A. CITY AND SCHOOL DISTRICT UPDATES City Update I. E-Bikes • Public Safety Supervisor Amaya provided an update on e-bike regulations including static lighting, wattage limits, and applicable standards. The City Attorney is expected to present a more detailed overview of new legislation at an upcoming Council meeting. • City staff is working with the Sheriff’s Department to assess bike rack compliance at Oak Avenue Intermediate School and Temple City High School. As part of this effort, non-compliant bikes have been detained, which required parents to retrieve them from the school administration. • City staff will distribute an updated informational flyer outlining City Council and School District Standing Committee January 15, 2026 Page 2 of 3 current e-bike standards for students and parent education. II. Traffic Analysis Longden Elementary • City Manager Cook reported that the traffic engineer will provide a report with recommended changes to the pick-up and drop-off flow in the coming weeks. City staff will meet with the Longden Elementary Principal to discuss recommendations and implementation process. • City staff will monitor traffic patterns following implementation to evaluate effectiveness and determine whether additional adjustments are needed, including at Primrose Avenue and other locations as identified. Temple City Unified School District Update I. Safe Routes to School – Traffic concerns and safety issues near the Temple City High School • Assistant Superintendent Wu reported that traffic conditions at Temple City High School have improved, noting that City efforts on Lemon Avenue have contributed to these improvements. Enforcement actions, including issuing citations, have helped deter unsafe driving behaviors. • City Manager Cook will provide an update regarding the right-of- way matter on Lemon Avenue at a future meeting. • Assistant Superintendent Wu reported that the high school sports complex project is expected to be completed in February, including the tennis courts and softball/baseball field. B. DISCUSSION FOR FUTURE MEETINGS The topics discussed during the meeting, including e-bikes, traffic analysis at Longden Elementary, and safe routes to school, will be agendized for further discussion at the next meeting. Councilmember Chavez requested that the Camino Real Beautification and the school ballot measure be included on the next agenda. 5. UNFINISHED BUSINESS - None. 6. CLOSING COMMENTS/QUESTIONS (COMMITTEE MEMBERS) – Member Georgino reported that Oak Avenue Intermediate School was designated a National School to Watch. City and School District staff will coordinate recognition at a future Council meeting. 7. PUBLIC COMMENTS – City Council and School District Standing Committee January 15, 2026 Page 3 of 3 Jerry Jambazian, Temple City business owner, asked about tandem riding regulations for e-bikes. Public Safety Supervisor Amaya provided information on current regulations. 8. SCHEDULE NEXT MEETING DATE The next meeting is scheduled to be held on Thursday, April 9, 2026, at 4:00 p.m. 9.
