TENAFLY PUBLIC LIBRARY MINUTES OF THE BOARD MEETING May 10, 2021 The Board of Trustees of the Tenafly Public Library held a teleconference Board meeting on May 10, 2021 for its regular Board meeting. Board Members Signed-In: President Kathleen Cook, Vice President Soon Juhng, Secretary/Treasurer Martin Gilbert, Mayor Mark Zinna, Teresa Austin, Meena Dogan and Elizabeth Warms. Absent: David DiGregorio, Shama Haider and Patrick Rouse. Staff Signed-In: Library Director Julie Marallo and Administrative Assistant Ann Marie Connolly. The meeting was called to order at 7:03 p.m. Julie Marallo reported that notices of the meeting had been posted and sent to the media. Minutes Board members approved the Minutes of the regular Board meeting of April 12, 2021. Moved by: Elizabeth Warms. Seconded by: Kathleen Cook. Unanimously approved. Treasurer’s Report Martin Gilbert reviewed with the Board the Library’s financial statements of April 2021. He noted that he had examined and approved the statements and reported that they were current and accurate. A motion was made to approve the financial reports. Moved by: Teresa Austin. Seconded by: Kathleen Cook. Correspondence A patron emailed Ms. Marallo to thank her for having Dr Michael Norris present a Zoom slide lecture “Impressionism with a Woman’s Touch: Berthe Morisot” at 7:00 p.m. on April 28, 2021. Director’s Report Ms. Marallo discussed with the Board the importance of returning to near normal operations now that Covid is in the moderate zone. Schools have begun to relax Covid protocols by eliminating taking of temperatures at the door and extending hours for some and going back to full time on June 1, 2021. Mayor Mark Zinna informed the Board that the Borough Council decided to open Borough Hall to the public on May 24, 2021, and the Council will meet in person in early June. Ms. Marallo noted that the Bergenfield and Dumont libraries are still not open. Teresa Austin thanked Ms. Marallo for the amazing job she has been doing working with the staff and keeping the library open and functioning. Acorn TV, whose distribution is operated by RB Digital, announced that due to a breakdown in negotiations with Recorded Books, it will no longer be available to libraries as of May 14, 2021. The Board discussed the importance of the library returning to regular hours of operation as soon as possible. After discussion a motion was made that the library return to normal hours of operation on Tuesday, June 1, 2021. Moved by: Mayor Mark Zinna. Seconded by: Elizabeth Warms. Unanimously approved. The reinstatement of collecting fines was discussed by the Board. After discussion a motion was made that on June 1, 2021, the library return to collecting fines for overdue or lost materials. Moved by: Martin Gilbert. Seconded by: Elizabeth Warms. Unanimously approved. President’s Report None Old Business Audit The Director presented the Library’s 2020 favorable audit from Garbarini & Co., P.C. – Certified Public Accounts which had been reviewed by Library Board President Kathleen Cook, Vice President Soon Juhng and Secretary/Treasurer Martin Gilbert. Martin Gilbert thanked Library Director, Julie Marallo and Bookkeeper Ann Marie Connolly for their excellent work throughout the year. After discussion the Board approved the following resolution: BE IT HEREBY RESOLVED THAT: The Board of Trustees of the Free Public Library of the Borough of Tenafly approves of the Financial Statements for the years ended December 31, 2020 and 2019 by Garbarini & Co., P.C. – Certified Public Accountants as presented by the Library Director. Moved by: Martin Gilbert Seconded by: Kathleen Cook Voting as follows: Teresa Austin - Aye Soon Juhng - Aye Kathleen Cook – Aye Elizabeth Warms - Aye Meena Dogan - Aye Mayor Mark Zinna – Aye Martin Gilbert - Aye Professional Service Contract for Architect Services The Board discussed the award of a professional service contract for architect services to the firm Arcari + Iovino Architects, PC. After discussion the following resolution was approved: Resolution Authorizing the Award of a Professional Services Contract for Architect Services Whereas, the Free Public Library of the Borough of Tenafly has a need to acquire professional architect services for a grant application without competitive bidding pursuant to provisions of N.J.S.A 19:44A- 20.5; and Whereas, Anthony Iovino, of the firm Arcari + Iovino Architects, PC, has submitted a proposal indicating that he will submit updated grant materials for the Library for the amount of $2,500; Whereas, Arcari + Iovino, PC has worked with the Library in the past and is familiar with its layout; and BE IT HEREBY RESOLVED THAT: The Board of Trustees of the Free Public Library of the Borough of Tenafly, in the County of Bergen and State of New Jersey, awards Arcari + Iovino Architect, PC, located at One Katharine Street, Little Ferry, New Jersey 07643, a professional services contract to serve as the Library’s Architect in the amount of $2,500. Moved by: Martin Gilbert Seconded by: Elizabeth Warms Voting as follows: Teresa Austin - Aye Soon Juhng - Aye Kathleen Cook – Aye Elizabeth Warms - Aye Meena Dogan - Aye Mayor Mark Zinna – Aye Martin Gilbert - Aye NJ Library Construction Bond Act (NJLCBA) Grant Application. The Board discussed applying for the Project Grant entitled New Jersey Library Construction Bond Act. After discussion the following resolution was approved: The Tenafly Public Library Board of Trustees hereby grants permission to apply for the Project Grant entitled the New Jersey Library Construction Bond Act for the purposes described in the application in the amount of $350,000. Moved by: Martin Gilbert Seconded by: Elizabeth Warms Voting as follows: Teresa Austin - Aye Soon Juhng - Aye Kathleen Cook – Aye Elizabeth Warms - Aye Meena Dogan - Aye Mayor Mark Zinna – Aye Martin Gilbert - Aye New Business None Report from the Mayor Architects and engineers will be reviewing the BID for the library wall and roof repair in the next few weeks. It should be awarded in July with work to begin in August/September. The Mayor also invited the library to share in the generous donation of hand sanitizer the Borough received from the Korean Community Center. Martin Gilbert thanked the Mayor for his Friday call and asked that he please let people know that the library is open and following all recommended PPE procedures and guidelines.
