MEMBERS PRESENT: Bill Huthmacher, Harold Wilson, Andrew Jones, Bryan Thayer, Sarah
Hately ,David Lindsey and Juanita Attaway.

VISITORS PRESENT: Nathan Polsgrove - Garver, Ray Hicks - former Airport Board
Chairman, Steve Rogers, P.E.-Senior Director of Capital Improvements, Chris Snapp-City
Engineer, Glenn Caldwell - Director of Public Services, Demeter Turner - Public Services
Project Manager and Carnell Horn, Public Services Project Manager.
1. CALL TO ORDER: Chairman Bill Huthmacher called the meeting to order at 6:00pm.
2. MOMENT OF SILENCE.
3. CONSIDER APPROVAL OF THE MINUTES OF MAY 10, 2023: Motion made by
Sarah Hatley to approve the minutes. Seconded by David Lindsey. Motion carried.
4. RECEIVE FBO’S REPORT ON AIRFIELD OPERATIONS & ACTIVITIES:
Melissa Hardin provided an update on airport activity. A communication map company
used the facility for a meeting. They had good things to say about the facility. In the
month of August, there’s a group of pilots planning to have a Pilot Check Ride. The
Freedom Festival (July 4th) was another successful event. There was an estimate of
3,500 attendees.
4.2 DISCUSS GENERAL AIRPORT-RELATED MATTERS:
A. Fuel Price Comparison Report – The Airnav.com comparison report of
fuel rates within a 35-mile radius of Terrell was provided in the agenda
packets.
B. Financial Statements – Glenn Caldwell presented this item. Statements
were provided in the agenda packet. Mr. Caldwell provided an update on
the General Fund, Capital Fund and Revenue year to date.

C. Miscellaneous Items – On July 12, 2023, TCEQ did an inspection on the
Underground Storage Tanks for fuel. If we decide to decommission the
fuel tanks and leave them underground, we have to keep them insured
until they are removed, this is a TCEQ requirement.
5. DISCUSS AIRPORT PLANNING & TXDOT CIP
5.1 DISCUSS AND CONSIDER AIRPORT BUSINESS PLAN: Nathan Polsgrove
with Garver provided an overview of the Business Plan (presentation was
provided in the packets). Motion was made by Andy Jones to move forward with
taking this item to the City Council for approval. Seconded by Juanita Attaway
and Bryan Thayer. Motion carried
5.2 DISCUSS AND CONSIDER AIRPORT MASTER PLAN: Nathan Polsgrove
with Garver provided an overview of the Airport Master Plan (presentation was
provided in the packets). There was some discussion about including
opportunities for vertical takeoffs, easy access for medical emergency responders
and medical helicopters. Motion was made by David Lindsey to move forward
with taking this item to the City Council for approval. Seconded by Juanita
Attaway. Motion carried.
5.3 DISCUSS AND CONSIDER AIRPORT RULES & REGULATIONS:
Steve Rogers presented information related to this item. A motion was made by
Andy Jones to move forward with taking this item before the City Council for
approval. Seconded by David Lindsey.
5.4 DISCUSS AND CONSIDER AIRPORT MINIMUM STANDARDS FOR
COMMERCIAL OPERATIONS: Steve Rogers presented this item and noted
definitions and clarification changes that were needed. Harold Wilson made a
motion to move forward with taking this item before the City Council for
approval. Seconded by Juanita Attaway.
6. ITEMS FOR FUTURE MEETING: None.
7. HEAR REMARKS FROM VISITORS: None
8. SET NEXT MEETING DATE: All board members present agreed to have the next
meeting on the second Wednesday, September 13, 2023 at 6:00 p.m.
9. CONSIDER A MOTION TO ADJOURN: Motion made by David Lindsey to adjourn
the meeting at 7:33pm. Seconded by Harold Wilson. Motion carried.
