Nash Street, Terrell, Texas 75160 The City of Terrell Park and Downtown Improvement Corporation conducted a PADIC Board Meeting on Wednesday, June 17, 2026 at 6:00 PM in the City Hall Council Chambers, 201 E. Nash Street, Terrell, Texas 75160. MEMBERS Andrew Jones PRESENT: Harold Wilson Hal Richards Raymond Hicks Terry Darst MEMBERS Juanita Attaway ABSENT: Denis Rottler STAFF PRESENT: City Engineer Chris Snapp 1 CALL TO ORDER Chairman Hal Richards called the meeting to order. 2 MOMENT OF SILENCE Chairman Hal Richards called for a moment of silence. 3 ADOPTION OF MINUTES a) Discuss and consider the approval of minutes from May 14, 2026 Raymond Hicks made a motion to approve the minutes from the meeting on May 14th, 2026, with James Craig seconding the motion. Carried by the following votes: Ayes: Terry Darst, Andrew Jones, Hal Richards 4 HEAR REMARKS FROM VISITORS Visitor Peter Winham, Director of East Texas Flying Service, came forward to speak. 5 DISCUSSION ITEMS a) Apex Aero Updates General Manager Kyle DeCoster presented the report on airfield operations and activities; no action was taken. b) TxDOT Electrical Update Airport Board Meeting Meeting June 17, 2026 Page 1 3 of 2 4 ITEM 3.1.
