Naming Committee Policy, with Estella Johnson seconding the motion. Carried by the

of the soccer fields located at Ben Gill Park in item 3.2.
b) Discuss and Consider the Renaming of the Unnamed Soccer Fields at Ben Gill Park to SSgt
Sean Brady Berry Soccer Fields.
Steve Howie moved to approve the Renaming of the Unnamed Soccer Fields at Ben
Gill Park to SSgt Brady Berry Memorial Soccer Complex, with Estella Johnson

to Loretta Gipson Community Center.
Oletha Morrow moved to approve the Renaming of the Unnamed Community Center
at Breezy Hill Park to Loretta Hickmon-Gipson Community Center, with Estella
Johnson seconding the motion. Carried by the following votes:

RESOLUTION NO. 2226
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TERRELL,
TEXAS, FOR THE RENAMING OF THE UNNAMED WALKING TRAIL AT
BREEZY HILL PARK TO CHARLES F. PHILLIPS SR. WALKING TRAIL.
WHEREAS, the Terrell City Council established a City Facilities Naming Committee to review, consider,
and make recommendations on the naming of City facilities; and
WHEREAS, the Terrell City Council set forth a charge of initial facilities to be considered by the
committee at its December 12, 2023, City Council meeting; and
WHEREAS, at the April 17,2025 City Facilities Naming Committee meeting, the Committee approved,
by unanimous vote of those present, a waiver to the required number of years an individual must be
deceased before consideration for naming as related to Charles F. Phillips; and
WHEREAS, the City Facilities Naming Committee considered renaming the unnamed walking trail,
located at Breezy Hill Park, and received public comments at its May 7, 2025, meeting; and
WHEREAS, at the May 7, 2025 City Facilities Naming Committee workshop, the Committee approved,
by unanimous vote of those present, a recommendation to City Council to rename the unnamed walking
trail to Charles F. Phillips Sr. Walking Trail, located at Breezy Hill Park; and
WHEREAS, Charles F. Phillips Sr. was born April 4, 1936 in Quinlan, Texas; and
WHEREAS, Charles was a graduate of Burnett High School in Terrell; and
WHEREAS, Charles served in the United States Army for two years and the National Guard Reserve for
25 years until retirement; and
WHEREAS, Charles served as Chairman of the Deacon Board, President of the Male Chorus, and served
on the Finance Committee with the Shiloh Baptist Church; and
WHEREAS, Charles F. Phillips Sr. was the first African American Postal Carrier in Terrell and held this
position for 29 years until retirement; and
WHEREAS, Charles F. Phillips Sr. passed away on April 1,2023; and
WHEREAS, The City of Terrell Mayor, Council and Staffwould like to honor the memory of Charles F.
Phillips.

TEXAS, FOR THE RENAMING OF THE UNNAMED COMMUNITY CENTER
AT BREEZY HILL PARK TO LORETTA HICKMON-GIPSON COMMUNITY
CENTER.
WHEREAS, the Terrell City Council established a City Facilities Naming Committee to review, consider,
and make recommendations on the naming of City facilities; and
WHEREAS, the Terrell City Council set forth a charge of initial facilities to be considered by the
committee at its December 12, 2023, City Council meeting; and
WHEREAS, at the April 17,2025 City Facilities Naming Committee meeting, the Committee approved,
by unanimous vote of those present, a waiver to the required number of years an individual must be
deceased before consideration for naming as related to Loretta Hickmon-Gipson; and
WHEREAS, the City Facilities Naming Committee considered renaming the unnamed community center,
located at Breezy Hill Park, and received public comments at its May 7, 2025, meeting; and
WHEREAS, at the May 7,2025 City Facilities Naming Committee workshop, the Committee approved,
by unanimous vote of those present, a recommendation to City Council to rename the unnamed community
center to Loretta Hickmon-Gipson Community Center, located at Breezy Hill Park; and
WHEREAS, Loretta Hickmon-Gipson was born August 2, 1967 in Terrell, Texas; and
WHEREAS, Loretta loved serving others and spent most of her career working as a CNA and her free
time as a volunteer; and
WHEREAS, Loretta worked for Madix Manufacturing where she coached the Ponytail League softball
team as well as the Blue Jayettes as an effort to help keep young girls off the streets; and
WHEREAS, Loretta offered mentorship, warm meals, and a safe place to stay for the youth in the
community; and
WHEREAS, Loretta helped many secure vital benefits, including food stamps, housing, and Social
Securi ty; and
WHEREAS, Loretta served on the City-Wide Usher Boards for over 20 years and was an active member
of both Highland Baptist Church and Bethlehem Baptist Church; and
WHEREAS, Loretta joined and served on the Association of Breezy Hill park from 2017 until her
passing; and
WHEREAS, The City of Terrell Mayor, Council and Staff would like to honor the memory of Loretta
Hickmon-Gipson.

COMPLEX AT BREEZY HILL PARK TO E.P. SHAW MEMORIAL COMPLEX.
WHEREAS, the Terrell City Council established a City Facilities Naming Committee to review, consider,
and make recommendations on the naming of City facilities; and
WHEREAS, the Terrell City Council set forth a charge of initial facilities to be considered by the
committee at its December 12, 2023, City Council meeting; and
WHEREAS, the City Facilities Naming Committee considered renaming the UIrnamed dugout and field
complex, located at Ben Gill Park, and received public comments at its May 7,2025, meeting; and
WHEREAS, at the May 7,2025 City Facilities Naming Committee workshop, the Committee approved,
by unanimous vote of those present, a recommendation to City Council to rename the unnamed Dugout
and Field complex to E.P. Shaw Memorial Complex, located at Breezy Hill Park; and
WHEREAS, E.P. Shaw was a World War II veteran; and
WHEREAS, Upon his return from serving in World War II he dedicated his life to the advancement of
education and began his career at Burnett High School; and
WHEREAS, As an educator and Assistant principal played a pivotal role in integration into Terrell High
School; and
WHEREAS, E.P. Shaw was an active member of the Terrell Renaissance Club as well as the Kiwanis
Club; and
WHEREAS, E.P Shaw is honored on the Terrell's Wall of Honor, as an individual who has significantly
contributed to the city's progress and empowerment of it's citizens; and
WHEREAS, E.P. Shaw passed away on June 25,2019; and
WHEREAS, The City of Terrell Mayor, Council and Staff would like to honor the memory ofE.P Shaw.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
TERRELL, TEXAS:
SECTION 1. That the City Council approves the renaming of the unnamed dugout and baseball field
complex located at Breezy Hill Park to E.P. Shaw Memorial Complex.

GILL PARK TO SSGT BRADY BERRY MEMORIAL SOCCER COMPLEX.
WHEREAS, the Terrell City Council established a City Facilities Naming Conunittee to review, consider,
and make reconunendations on the naming of City facilities; and
WHEREAS, the Terrell City Council set forth a charge of initial facilities to be considered by the
committee at its December 12,2023, City Council meeting; and
WHEREAS, the City Facilities Naming Conunittee considered renaming the unnamed soccer fields,
located at Ben Gill Park, and received public comments at its May 7, 2025, meeting; and
WHEREAS, at the May 7,2025 City Facilities Naming Conunittee workshop, the Conunittee approved,
by unanimous vote of those present, a reconunendation to City Council to rename the unnamed soccer
fields to SSgt Brady Berry Memorial Soccer Complex, located at Ben Gill Park; and
WHEREAS, Staff Sergeant Sean Brady Berry was born September 5, 1979 in Dallas, Texas; and
WHEREAS, Staff Sergeant Sean Brady Berry was an extraordinary soccer player and grew up playing
soccer here in the City of Terrell; and
WHEREAS, Staff Sergeant Sean Brady Berry was a 1998 graduate of Terrell High School; and
WHEREAS, In 2005, Staff Sergeant Sean Brady Berry was tragically killed in the line of duty.
WHEREAS, To honor his memory, the Terrell Soccer Association held a memorial soccer tournament in
his name for many years.
WHEREAS, The City of Terrell Mayor, Council and Staff would like to honor the memory of Staff
Sergeant Sean Brady Berry.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
TERRELL, TEXAS:
SECTION 1. That the City Council approves the renaming of the unnamed soccer fields located at Ben
Gill Park to SSgt Brady Berry Memorial Soccer Complex.
SECTION 2. This Resolution shall be effective inunediately upon its passage.
