State Highway 34. The meeting is open to the public with limited seating in the Rosenbaum Room. If you choose not to attend in person and you wish to submit public comments, email support@cityofterrell.org and title the email ”Public Comment”. Prior to the meeting, please complete a "Citizen Participation Form" and present it to the City Secretary. Please provide your contact information to facilitate follow up. In accordance with the Texas Open Meetings Act, Section 551.042, the City Council cannot discuss, consider, or take action on matters not listed on the agenda. Speakers should limit their comments to 3 minutes and are asked to speak into the microphone provided, identifying themselves for the record. The total amount of time set aside for this place on the agenda is 15 minutes. Comments of a personal nature directed at the Council or Staff are inappropriate. TYC TYC is a new program that will provide our city with energetic volunteers for civic projects, give leaders a fresh perspective on issues, collaborate with elected officials and create a sense of accomplishment for the youth of Terrell. RESOLUTION NO. 2247 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TERRELL, TEXAS, ESTABLISHING THE YOUTH ADVISORY COUNCIL AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the formation of youth advisory commissions in cities across the state is a priority of the Texas Municipal League Board of Directors; and WHEREAS, the Texas Municipal League championed the issue in 2003 providing sponsorship of the Youth Advisory Commission Summit; and WHEREAS, the Terrell City Council recognizes the importance of programs involving youth that provide cities with energetic volunteers for civic projects, give city leaders a fresh prospective on issues, challenge cities and create a sense of accomplishment for the youth of Terrell; and WHEREAS, the establishment of a Youth Council will promote youth involvement; and WHEREAS, the Terrell City Council wishes to be responsive to recommendations the Terrell Youth Council makes; and WHEREAS, the Terrell City Council desires to issue the initial charge to the Terrell Youth Council. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TERRELL, TEXAS, THAT: SECTION 1. The City staff is directed to implement planning, outreach and administration to launch and maintain a yearly Terrell Youth Council. There will be an established Terrell Youth Council for the City of Terrell, which shall be sponsored by the City of Terrell. The City of Terrell shall conduct an open application and selection process of Terrell students yearly, with the inaugural Terrell Youth Council to begin in the 2025-2026 school year. SECTION 2. The Terrell Youth Council is hereby established as an advisory board to provide recommendations and input to the Terrell City Council. The Terrell Youth Council shall consist of no less than five (5) and no more than eleven (11) youth members. All Terrell Youth Council members shall be selected via an open application process. Applications must be submitted through the Administration office. Deadlines for submitting applications shall be determined on a yearly basis. Page 26 of 28 ITEM 4.2. To be eligible for membership, potential candidates must be at least freshman level students residing within the City of Terrell or be a student in the Terrell Independent School District. The City Council, City Manager and City Secretary shall interview applicants wishing to serve on the Terrell Youth Council. SECTION 2. All appointments to the Terrell Youth Council shall be for a term of one (1) year. Terrell Youth Council members shall be reappointed annually until which time as they either graduate from high school or are no longer willing or able to remain actively involved in service on the Terrell Youth Council. All Terrell Youth Council members shall serve at the pleasure of the Terrell City Council. A Chairperson, Vice-Chairperson and Secretary of the Terrell Youth Council shall be elected annually by a majority of the members of Terrell Youth Council at the beginning of the first meeting. The Chairperson of the Terrell Youth Council shall preside over all meetings of the Council and generally perform all duties associated with the office. In the absence of the Chairperson, the Vice- Chairperson shall assume and perform the duties of the office. Members of the Terrell Youth Council are expected to take their appointment to the Terrell Youth Council seriously through display of leadership, courtesy and consistent attendance. Terrell Youth Council members are asked to attend all regularly scheduled monthly meetings as well as any additional Terrell Youth Council related events which may be scheduled throughout the school year. Absence from more than two scheduled meetings or events during a school year may vacate a member’s seat, unless such absences are excused by the staff at least 72 hours prior. Excessive absences may cause for member to be called before their fellow members to give account of absences. It shall be up to the discretion of the members to determine, through deliberation and majority vote, for member removal or remain and submitted to the Terrell City council for final determination and disposition. SECTION 3. The Terrell Youth Council shall meet concurrent with the school year beginning in September/October. Three (3) members of the council shall constitute a quorum and any action taken at a meeting shall require the affirmative vote of a majority of the members present. The Terrell Youth Council shall operate under Roberts Rules of Order, shall select its own Chairperson at its first meeting, shall meet as needed with meetings to be scheduled by the City Manager or designee to make due consideration of any issues. The Terrell Youth Council shall have full authorization to consider Page 27 of 28 ITEM 4.2. nonbinding recommendations to the City Council related to issues relating to the youth in the community. SECTION 4. The City Manager or their designee for the Terrell Youth Council shall, on an annual basis, conduct a short survey of Terrell Youth Council members to obtain feedback related to the program. The results of the survey along with a summary of the Terrell Youth Council’s yearly events and accomplishments shall be presented to the City Council for review at the end of the school year. Any recommendations related to the program may be discussed and considered by Council and Staff at this time. SECTION 5. The Terrell City Council supports this initiative as a tool to educate, empower and engage students throughout the City of Terrell. SECTION 6. This Resolution shall become effective immediately upon its passage.
