Adopt a Resolution authorizing the City Manager to enter into an agreement for engineering services with Spears Engineering Company (SPEARS), for Rolling Ridge Drive, Dudley Avenue, and Woodland Road street rehabilitation projects. Adopt a Resolution authorizing the City Manager to enter into an agreement with Bank OZK for investment management services of the Texarkana, Arkansas, Public Employee Retirement Systems (TAPERS) Retirement Plan.
