Adopt an Ordinance establishing rural water and sewer infrastructure fees for all residential and commercial customers outside the city limits and for all Union and Mandeville customers both inside and outside the city limits; dedicating collected revenues from such fees to infrastructure replacement and depositing into the Arkansas Infrastructure Fund maintained by Texarkana Water Utilities.
