Adopt a Resolution approving the Texarkana Airport Executive Director to auction off aged out airport equipment. (AIRPORT) Executive Director Paul Mehrlich REGULAR 3. [TABLED August 4, 2025] Adopt a Resolution directing the City Manager to forgive all eligible demolition liens up to $10,000. (BOD) Assistant Mayor Ward 2 Laney Harris 4. Adopt an Ordinance to call a special election for the purpose of submitting to the electors of the City of Texarkana, Arkansas, the questions of issuing bonds and levying and pledging a tax of 5 mills to refund the City’s Capital Improvement and Refunding Limited Tax General Obligation Bonds dated September 1, 2012, for street improvements, and for drainage improvements; providing procedures for the election; prescribing other matters relating thereto; for other purposes; and declaring an emergency. (ADMIN) City Manager Tyler Richards This ordinance requires an emergency clause: An emergency clause requires a separate and distinct vote of the board and is valid only if there is a two-thirds vote of approval by the board.
