MINUTES OF MEETING INDIAN HILL VILLAGE COUNCIL March 16, 2026 A meeting of the Indian Hill Village Council was held on Monday, March 16, 2026 at 6:30 p.m. in the Council Chamber of the Village Administration building. Council present: Mr. Richard J. Hidy, Mayor Mr. Andrew A. Byer, Vice Mayor Mr. Jeffrey G. Gibson, Council member Mr. Karl J. Grafe, Council member Mrs. Elizabeth C. PLEDGE OF ALLEGIANCE Mayor Hidy opened the meeting by leading the Pledge of Allegiance. 2. CALL TO ORDER & ROLL CALL Mayor Hidy called the meeting to order. Clerk Riordan called the roll and confirmed that a quorum was established. 3. COUNCIL MINUTES Please see page 2, section 5. 4. CITIZEN PARTICIPATION a) Proclamation – Eagle Scouts, Troop 1501 Mayor Hidy welcomed members of Scouts BSA Troop 1501, the first all-female scouting troop in Indian Hill, and recognized Jess Shea and Elsa Trout for earning the distinguished rank of Eagle Scout. Scout leadership provided an overview of Troop 1501 and its activities. Ms. Shea and Ms. Trout described their Eagle Scout service projects, including the creation of an educational garden at Stepping Stones and a native pollinator garden at Indian Hill High School. Mayor Hidy read a proclamation recognizing Ms. Shea and Ms. Trout for their achievements, leadership, and service to the community. Signed proclamations were presented, and Council applauded. Minutes of Council Meeting March 16, 2026 Page 2 b) Ohio House of Representatives – District 27 State Representative Rachel Baker addressed Council, providing updates on pending state legislation, including House Bill 617 related to capital gains taxation, property tax matters, and the state capital budget process. She emphasized collaboration with municipal leaders and complimented Village staff for timely legislative feedback. c) Hamilton County Auditor Presentation Hamilton County Auditor Jessica Miranda addressed Council and provided an overview of the Auditor’s Office responsibilities, including property valuation, payroll services, weights and measures, rental registration, and consumer protections. Ms. Miranda discussed the property reappraisal schedule, limitations of property tax relief programs, and recent updates to the Auditor’s Office website and public outreach efforts. Council members asked questions regarding property tax comparisons, audit functions, fraud investigations, and privacy considerations. d) Resolution of Appreciation – Monique A. Sewell Mayor Hidy requested approval of Resolution 02-26: RESOLUTION OF APPRECIATION TO MONIQUE A. SEWELL FOR HER SERVICE TO THE CITY OF THE VILLAGE OF INDIAN HILL, OHIO (Please note, Resolution 02-26 was physically presented to Mrs. Sewell on February 17, 2026.) Vice Mayor Byer moved to approve Resolution 02-26, Council member Grafe seconded, and Resolution 02-26 passed via a unanimous voice vote (6-0). Mayor Hidy then segued the conversation to Council member Gibson, to deliver the Finance Committee Report. 5. FINANCE COMMITTEE REPORT Council Member Gibson reported that the Finance Committee met on March 10, 2026, and reviewed February financial results, state tax policy considerations, and recruitment progress for the Assistant Finance Director/Tax Commissioner position. Highlights included: • February income tax receipts of approximately $133,000 • Operating expenditures of approximately $1.34 million • Capital investments and Water Works financial activity • Total cash and investments of approximately $54 million • Discussion of House Bill 617 and potential fiscal impacts Full Finance Committee Meeting Minutes were included in Council’s Meeting Packet. Before progressing to the Law & Governance Committee Report, Mayor Hidy paused to ask City Manager Minneci about the previously distributed February 17 Council Meeting Minutes. City Manager Minneci confirmed that no changes had been requested by members of Council, and Mayor Hidy declared them to be approved as issued. 6. LAW & GOVERNANCE COMMITTEE REPORT Council Member Grafe reported that the committee met on March 5, 2026. The committee discussed Planning Commission alternate candidates and conducted interviews. The committee also entered executive session to discuss pending or potential litigation. PUBLIC WORKS & FACILITIES COMMITTEE REPORT Vice Mayor Byer reported that the committee met on March 10, 2026 and reviewed routine maintenance activities, winter operations, infrastructure planning, and upcoming community events. Updates included: • Snow removal efforts for the 2025-26 winter season • Prescribed burns and park events • Progress on infrastructure projects and the recreation master plan • Planning for America’s 250th celebration Full Public Works & Facilities Committee Meeting minutes were included in Council’s Packet. Vice Mayor Byer then moved to approve Resolution 06-26 (included in Council’s packet): RESOLUTION OF THE CITY OF THE VILLAGE OF INDIAN HILL OF OHIO, SUPPORTING THE OHIO COMMISSION FOR THE UNITED STATES SEMIQUINCENTENNIAL (AMERICA250-OH) Council member Gibson seconded, and Resolution 06-26 passed via unanimous voice vote (6-0). 8. WATER WORKS COMMITTEE REPORT Council Member Isphording reported that the Water Works Committee met on March 10, 2026. Updates included PFAS facility planning, grant eligibility, transition to monthly water billing, capital improvement planning, and rate analysis. Council Member Isphording then presented the first reading of Ordinance 04-26 (included in Council’s packet): ORDINANCE INCREASING RATES BY FIVE PERCENT (5%) TO BE CHARGED FOR WATER SUPPLIED TO CUSTOMERS BY AMENDING SECTION 51.55 RATES OF THE CITY OF THE VILLAGE OF INDIAN HILL, OHIO CODE OF ORDINANCES Mayor Hidy thanked Council member Isphording before transitioning to the Public Safety Committee report delivered by Council member Krehbiel. 9. PUBLIC SAFETY COMMITTEE REPORT Council Member Krehbiel reported that the Public Safety Committee met on March 5, 2026, and shared updates from the meeting. Her updates included, but were not limited to Ranger activity levels, integration of newly hired Rangers, investigation of a statewide school threat incident, Fire District operations, training, staffing, and equipment status. Full Rangers’ Report, Madeira & Indian Hill Joint Fire District (MIHJFD) Fire/EMS Report and Public Safety Committee Meeting Minutes were included in Council’s Meeting Packet. Mayor Hidy then thanked Council member Krehbiel and turned the conversation to City Manager Minneci for an update on the Planning Commission. 10. PLANNING COMMISSION REPORT City Manager Minneci announced that the Planning Commission met on February 18, 2026 to review requests for variance at 7765 Graves Road. Minutes of Council Meeting March 16, 2026 Page 4 11. CITY MANAGER’S REPORT City Manager Minneci provided updates on the 2025 Annual Report and commended all Department Heads for their contributions, namely Scott Gardner. She also spoke to upcoming facility tours (e.g. the Shooting Club, Ranger’s Shooting Range and other locations), seasonal programming and community events such as: • Easter Egg Hunt – March 28, 2026, Stephan Field (rain date: April 4, 2026) • Good Friday – April 3, 2026 Administrative Offices will be closed • Income Tax Filing Deadline – April 15, 2026 • Rowe Arboretum Plant Sale / Arbor Day Celebration – April 25, 2026 (Stephan Field) • Spring Bass Tournament – May 2, 2026 (Grand Valley) • National Day of Prayer – May 7, 2026 (Veteran’s Memorial) 12. EXECUTIVE SESSION Mayor Hidy requested a motion to go into Executive Session for the purpose of conferencing with attorney for public body concerning disputes involving it that are subject of pending or imminent court action. Council member Gibson moved for Council to go into Executive Session for said purpose, Council member Grafe seconded, and the motion passed by unanimous roll call vote (6-0). Council then entered into Executive Session. Council returned from Executive Session. 13.
