MINUTES OF MEETING INDIAN HILL PLANNING COMMISSION June 19, 2024 The regular meeting of the Indian Hill Planning Commission was held on June 19, 2024 at 7:00 p.m. in Council Chambers of the Village Administration building. Members Present: Richard Wiggers Joseph Rhodenbaugh Rita Stolper Shayne Manning Donald McGraw Members Absent: Barrett Tullis Officials Present: Jonathan West, Assistant City Manager Visitors Present: Mick Davis, Indian Hill Exempted Village School District Item Number 1: Minutes and findings from the May 15, 2024 Indian Hill Planning Commission meeting: Mr. McGraw made a motion to approve the May 15, 2024 minutes and findings. Mrs. Stolper seconded, and the motion was approved by a unanimous voice vote. Chairman Wiggers asks for anyone planning to speak this evening to please stand, raise their right hand, and be sworn in prior to presentation of the cases. Item Number 2: Case #24-005: Christopher Hardy is requesting variance approval from Section 63.2 of the Indian Hill Zoning Ordinance to reduce the side yard setback for pool equipment from 20' to 4.5'. The subject property is located at 8670 Hopewell Road. Mr. West states that the applicant submitted a request to continue the case until the August 21, 2024 meeting due to scheduling conflicts. Mr. McGraw made a motion to approve the request to continue the case. Mr. Manning seconded, and the motion was approved by a unanimous voice vote. Item Number 3: Case #24-006: The Indian Hill Exempted Village School District is requesting special exception approval for the installation of wayfinding signs throughout the parking lots and driveways at the middle school and high school. The IHEVSD operates under the continuing jurisdiction of the Planning Commission as an approved special exception. The subject property is located at 6855 Drake Road. Village of Indian Hill Minutes of Planning Commission Meeting June 19, 2024 Page 2 Mr. Mick Davis, CFO/Treasurer of the Indian Hill Exempted Village School District, comes before the Commission and states that as they were finishing up the project at the middle school and high school, they realized they had left out directional signage for the parking lots so they’re back to receive approval for the installation of wayfinding signs throughout the parking lots and driveways at both schools. Staff Report: Mr. West states that the IHEVSD is requesting special exception approval for the installation of wayfinding/directional signs on the middle school and high school campus as shown on the plans previously distributed to the Planning Commission. The largest sign is 9 SF (maximum is 10 SF). Several of the signs are freestanding along the driveways. There are light pole mounted signs as well as a sign for the gate and a post mounted sign. The IHEVSD operates under the continuing jurisdiction of the Planning Commission as an approved special exception. Section 101.481 per the Indian Hill Zoning Ordinance requires the Commission to review and approve all applications for site clearance. Mr. West states that the “12 Standards for Special Exception” are listed with staff’s comments in the staff report previously distributed to the Planning Commission. Staff received a comment from a resident on Drake Road that wanted to make sure the signs were not located along Drake Road or in the Village green area along Drake Road. The Commission shall not grant a special exception unless, in each case, it makes written findings of fact and conclusions, directly based on and supported by the particular evidence presented to it in the application and at the hearing, that the proposed special exception meets each of the twelve standards. Should the Commission choose to approve the request, it shall be subject to: 1. The signs located at the bus drive and high school parking drive shall be moved west or ensure that they are located out of the Village green area property. After brief discussion, Mr. Manning made a motion to approve the special exception request. Mrs. Stolper seconded, and the motion was approved by a unanimous roll call vote with all voting in favor of approval. There being no further business to come before the Commission, Mr. McGraw made a motion to adjourn. Mr. Rhodenbaugh seconded, and the motion was approved by a unanimous voice vote.
