Council Meeting April 9, 2025
Mayor Williams opened the public comment at 6:00PM.
Public has five minutes per person to ask questions or comment on any
agenda item.
Sue DeRosa approached Mayor and Council to share her concerns regarding recent
water testing.
Geneva Golden approached Mayor and Council to share her concerns regarding the
water leak at Nellie Johnson Park. She indicated DPW needs to add dirt to fill in the area
and level it out.
Dr. Drohan recommended moving forward, that the Town have an event which would
include all types of games and activities known to man. He feels this would be a great
community event.
Mayor Williams closed the public comment at 6:30PM.
Mayor Williams called the meeting to order at 6:45PM, April 9, 2025. Those in
attendance were Council Members Bethany Skipper-Greer, David Crenshaw, Lawrence
Ward, Dr. Edward Drohan, James Lavin and Brooks Barbaree. Also in attendance were
Charles Barrow, Town Attorney; Matthew Walker, Town Administrator; and Jan LeViner,
Town Clerk.
Mayor Williams delivered the invocation followed by the Pledge of Allegiance.
Approval of Meeting Agenda. Council Member Ward made a motion to approve as
amended. Council Member Skipper-Greer seconded. Vote was unanimous to
approve, 6-0.
Approval of Minutes from Previous Meeting. Council Member Ward made a
motion to approve the minutes from March 12, 2025. Council Member Crenshaw
seconded. Vote was unanimous 6-0 to approve.

Thunderbolt Museum. Mayor Williams thanked the citizens and staff for working
together to ensure the Museum is kept open for visitors. He also commended Ms. Thomas
for her tireless efforts to keep something going that means so much to her and so many
other people in Thunderbolt. Ms. Thomas thanked Mayor Williams and reported the
fundraiser, Cars and Coffee, will continue as it is successful. Mayor Williams encouraged
everyone to attend in the future.
Mayor Williams then read the following proclamations:

Boating Safety Week, April 18 – 24, 2025
Arbor Day, April 25, 2025
Finance Report. Ms. Brett approached Mayor and Council to give a financial
summary through March 2025 and stated revenues and expenditures are in-line year to
date. She continued, outgoing amounts through the new bank account are running
smoothly and all accounts should be transferred by the end of April.
Consideration of Consent Agenda:
WE Honey Park Playground Estimate for Approval
Council Member Ward made a motion to approve the consent agenda. Council
Member Crenshaw seconded. Vote was unanimous approved, 6-0.

Town Administrator – Matthew Walker
Legal Report
Second Reading, 2025-02, Section 4-404, Installation, maintenance and
repair of main sewer lines. Mr. Barrow stated this ordinance is to clarify exactly
where the point is, that the town is responsible for maintenance and repairs of sewer lines
and where the property owner becomes responsible. Council Member Crenshaw
made a motion to approve. Council Member Ward seconded. Vote was unanimous
to approve, 6-0.
Dr. Drohan brought up questions regarding safety on Bonaventure. He stated there are
difficult areas where bushes and brush are growing in the sight line. Dr. Drohan made
a motion to have all shrubbery removed from the r-o-w to include line of sight or public
safety issues and where additional pruning needs to take place. DISCUSSION: Oscar
Crosby approached. Mr. Crosby stated some of the brush on Bonaventure is preventing
erosion and also deters dumping. Dr. Drohan amended his motion to include “except
for vegetation preventing erosion”. Council Member Crenshaw seconded the motion.
Vote was unanimous to approve, 6-0.
Dr. Drohan recommended the Town institute a Finance Committee which will look at
our financial needs and how we approach in the future.
Council Member Crenshaw made a motion to raise the compensation for the
members of the Planning and Zoning Commission to $100.00 per meeting. Council
Member Ward seconded. Vote was unanimous to approve, 6-0.
Council Member Crenshaw recommended the Town purchase software which will
convert paper files to digital files and create a repository. Ms. LeViner stated she will
bring a proposal to Mayor and Council at the May 14th meeting for approval.
Council Member Lavin made a motion to adjourn to Executive Session to discuss
Personnel, Real Estate and Litigation. Council Member Skipper-Greer seconded.
Vote was unanimous to approve, 6-0.
Council Member Lavin made a motion to return to regular session. Council
Member Drohan seconded. Vote was unanimous to approve, 6-0.
Mayor Williams called the regular session to order.
Council Member Ward made a motion to adjourn. Council Member Drohan
seconded. Vote was unanimous to approve, 6-0.
