Village of Tilton Board Meeting August 20, 2020 6:00 pm Mayor Phillips calls the meeting order and roll call was taken. Trustee’s Barrett, Cornett, Finley, Sheets, Washkowiak and Wear are present. Trustee Washkowiak made a Motion to accept the minutes of July 16, 2020 board meeting. Trustee Barrett second. All six Trustees presents voted yea. Motion carried. Trustee Sheets made a Motion to accept the minutes of theAugust 6, 2020 Special board meeting. Trustee Cornett second. All six Trustees presents voted yea. Motion carried. Trustee Washkowiak made a motion to accept the budget report and pay the bills plus other bills over $1500.00 as shown below. Trustee Barrett seconded. All six Trustees present voted yea. Motion carried. $ 20,000.00 MIDWEST ASPHALT FOR ROAD AND PARKING LOTS (MONTHLY PAYMENT) $ 2,775.00 OSF PRO AGREEMENT JULY 2020 $ 16,995.00 CORO MEDICAL (HEART MONITOR) PREVIOUSLY APPROVED $ 8,110.22 ERH MONTHLY $ 3,384.46 KESSLER LAW – LEGAL FEES $ 2,879.22 CARNAGHI – TIF REBATE $ 2,151.75 MARK PELAFOS – TIF REBATE $ 7,674.71 RYAN QUICK – CARLAS – TIF REBATE $ 19,154.49 VPP OF ILLINOIS (DOLLAR TREE, DOTTYS, ETC) - TIF REBATE $ 9,933.00 VERMILION AUTO CORPORATION – TIF REBATE $131,719.58 FEHR GRAHAM Trustee Wear made a motion to accept the highest bids on the three Public Works vehicles, listed below. Trustee Sheets second. All six Trustees present voted yea. Motion carried. Truck #1 Amount Truck #2 with topper Amount Yukon Amount KEVIN PARRISH $1,500.00 KEVIN PARRISH $2,375.00 TJ GEORGE $807.62 Trustee Sheets made a motion for ORDINANCE O-2020-0820 “AN ORDINANCE OF THE VILLAGE OF TILTON, VERMILION COUNTY, ILLINOIS, PROVIDING FOR THE ISSUANCE OF TAXABLE GENERAL OBLICATION REFUNDING BONDS, SERIES 2020A AND GENERAL OBLIGATION BONDS, SERIES 2020B, PROVIDING THE DETAILS OF SUCH BONDS AND FOR A LEVY OF TAXES TO PAY THE PRINCIPAL OF AND INTEREST ON SUCH BONDS, AND RELATED MATTERS” (PAY OFF OLD BOND AND BORROW $1,000,000.00 EXTRA. TOTAL BOND WILL BE APPROXIMATELY $3,000,000.00, OLD BOND WAS $3,475,000.00), Trustee Finley second. All six Trustees present voted yea. Motion carried. Trustee Finley made a motion for ORDINANCE O-2020-0820A NEW TIF DISTRICT 4 “AN ORDINANCE FIXING A TIME AND PLACE FOR A PUBLIC HEARING IN CONNECTION WITH THE PROPOSED DESIGNATION OF A REDEVELOPMENT PROJECT AREA, APPROVAL OF A REDEVELOPMENT PLAN AND REDEVELOPMENT PROJECTS AND ADOPTION OF TAX INCREMENT FINANCING AND RELATED MATTERS” Trustee Cornett second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion to have new floors installed in the basement of City Hall for $8683.49 by Alvarez. Trustee Washkowiak second. All six Trustees present voted yea. Motion carried. Trustee Barrett made a motion for a new air conditioning unit from TriStar for City Hall of $3600.00. Trustee Washkowiak second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion for ODI to install new elevator and remodel of City Hall for $129,954.00, to include the elevator. Trustee Washkowiak second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion for Cross Construction of $365,199.25 (Fehr Graham Estimate) for asphalt. Trustee Finley second. All six Trustees present voted yea. Motion carried. ORDINANCE O-2020-0820B ALLEY VACATION FERNDALE Trustee Washkowiak made a motion to hire Jacob Jenkins, full time police officer. Trustee Wear second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion to place truck topper, minimum $500.00, from 2017 Chevy truck and truck bed slide out, minimum $1500.00 for bid. Trustee Sheets second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion for Mayor to proclaim September 17, 2020 through September 23, 2020 as Constitution Week. Trustee Finley second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion for Midwest Asphalt to do concrete flooring for new squad car pole barn and exisiting pole barn for $20,500.00. Trustee Wear second. All six Trustees present voted yea. Motion carried. Trustee Finley made a motion to approve Land Bank to sell Scott and Jessica Mitchell the lot at 306 S F Street for $3000.00. Trustee Wear second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion to amend golf cart ordinance to include electric and one horse power bicycles, with requirement of registration and valid driver’s license. Trustee Cornett second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to condemn church on 8th street and house at Willis/Brentwood. Trustee Finley second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to condemen 108 7th Street, Trustee Barrett second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion for Ordinance regarding electronic media of board meetings. Trustee Finley second. All six Trustees present voted yea. Motion carried. Trustee Sheets made motion to adjourn, Trustee Finley second. All six Trustees present voted yea. Motion carried.
