ILLINOIS COMMUNITY DEVELOPMENT BLOCKGRANT PROGRAM Summary of Public Hearing Village of Tiskilwa, 2023/2024CDBG- Public Infrastructure GrantApplication December 12, 2023– 6:30 p.m. – Tiskilwa VillageHall, moved to Fire Station INTRODUCTION Village PresidentMurrayof the Village of Tiskilwacalled the public hearing to order at 6:35p.m.and introduced Shug Grosenbachfrom North Central Illinois Council of Governments (NCICG). Ms. Grosenbach stated the purpose of the meeting was to obtain citizen views concerning the city’s plans to submit a grant application to the Illinois Community Development Block Grant Program (CDBG) program of Public Infrastructure. The Public Infrastructure project will be discussed at this evening’s public hearing. Mrs. Grosenbach stated the Village of Tiskilwa plans to submit a grant application to the Illinois Community Development Block Grant Program (CDBG) Public Infrastructure Program. Mrs. Grosenbach explained that the city intends to submit a $1,499,250 CDBG grant application to the Illinois Department of Commerce and Economic Opportunity (DCEO). The application will be for funds to construct a new elevated water storage tankin a more centralized portion of the Village, just off Jefferson Street, adjacent to Numosh Dog Park and grant administration. PUBLIC INFRASTRUCTURE PROJECT DESCRIPTION AND STATUS Ms. Grosenbachshared a detailed description of the proposed project. The threats of the current water storage tank and the urgent need to complete this project as soon as possible were discussed. No City residents will be displaced because of this project. The city has on file an anti- displacement and relocation assistance plan. Those in attendance at the public hearing were offered the opportunity to ask questions or make comments about the Public Infrastructure Project. One resident asked if their water bill or taxes were going to increase. The Village President said there would be no increases. Another resident asked if the new tower would affect the old water lines and valves that are currently in the village. The village engineer is now present and explained how the level of water in the new proposed tower would be regulated until the village could afford to start fixing water lines. PUBLIC INFRASTRUCTURE PROGRAM DETAILS The maximum amount available per community construction application is $1,500,000. PUBLIC INFRASTRUCTURE LOW TO MODERATE INCOME BENEFIT Funds for the IL Community Development Block Grant Program are granted to the State from the U.S. Department of Housing and Urban Development (HUD). The IL Department of Commerce and Economic Opportunity then distribute the funds throughout Illinois (except for those communities and counties that get direct entitlement funds from HUD). The funds disbursed by the State must meet the national goal of benefiting 51% low-to-moderate income (LMI) individuals. Please note that HUD LMI Income Area Data was analyzed in 2021 to determine if the project area would meet that standard. The HUD mapping results indicate that the project area census block exceeds the LMI goal - showing an LMI benefit of 51.67%. Of the $1,499,250 of CDBG funds, $774,662.48 will directly benefit low-to-moderate income individuals. COMMUNITY DEVELOPMENT AND HOUSING NEEDS The next item of discussion at the meeting was community development needs. The village maintains a prioritized list of such projects that are updated from year to year. The public was offered an opportunity to provide any additional community development project suggestions they felt the city needs to be aware of or add to their list. Below is a list of these projects (including this project) totaling $4,615,000.00: Storm and Sanitary Wastewater Treatment Plant Repairs $400,000 Lift Station Repairs $350,000 Storm Water Management/Creek Repair $1,000,000 Water Automizing chemical injections for Water System $150,000 Water Main Replacement $1,000,000 Dam Work $200,000 Meter Replacement throughout the Village $40,000 Streets Sidewalk Repairs/ ADA Compliant $75,000 Trees and Benches for Main Street $40,000 Road Repairs $100,000 Replacement of crossing Guards at Railroads $30,000 Railings added to the creek sidewalk $80,000 Bridge repair for five (5) bridges in town $700,000 Buildings New Village Hall with amenities $400,000 Add a restroom to the maintenance building $50,000 Tiskilwa Public Hearing Summary CDBG 2023/2024 Page 3 CLOSING OF PUBLIC HEARING Application records are on file at the Village of Tiskilwa,223 W MainStreetin Tiskilwa, IL and at NCICG, 613 W Marquette St, Ottawa, IL.
