VILLAGE OF TOBACCOVILLE COUNCIL MEETING MINUTES June 4, 2026 Mayor Mark Baker called the meeting to order at 7:00 p.m. Council Member Chris Starling gave the invocation and led the Pledge of Allegiance. The following elected officials and staff were present: Mayor Mark Baker, Mayor Pro Tem Carla Hall, Council Member Chris Starling, Village Administrator Lori Shore, Attorney Amy Lanning, and Clerk Kimberly Keen. Council Member Chris Copeland and Council Member Jennifer Stone were absent. Total in attendance: 9 PUBLIC COMMENT TIME Mayor Mark Baker opened the floor to receive public comment. Being no one gave written or verbal requests wishing to address the Council, Mayor Mark Baker closed the meeting’s public comment portion. ADDITIONS/DELETIONS TO AGENDA There were no additions/deletions to the agenda. ADMINISTRATOR’S UPDATE Administrator Lori Shore updated the Council on the following items: • Tree work was started by ABC Tree Service to remove several dying trees, trimming the holly trees along the back section of the park as well as many dead limbs in various trees which were a liability issue. • Village Hall will be closed on Friday, July 3, 2026 in observance of Independence Day. • A quote was received from ServPro for cleaning in the Tobacco Farming Museum but due to cost the Village Staff will perform the cleaning services. • Byrd’s Locksmith came out and replaced locks at the picnic shelter door, restrooms, metal building, and repaired a lock on the Community Center. • SP Custom Fence will be installing split rail fencing and a gate at the gravel lot at the end of this month. • Rector Digital has started on the development of the new Village of Tobaccoville website. • Received a complaint regarding multiple issues at 6885 Doral Drive. Will be working with Forsyth County EPA and Housing regarding violations. Upcoming events to be hosted by the PARC: Movie in the Park on June 12, 2026 at dusk. The movie to be shown: Lilo & Stitch. The Kona Ice Truck will be on site and the PARC will provide the first 100 people with a small Kona Ice. US Army Band will perform at the Amphitheater on July 3, 2026 at 6 p.m. During this event the Old Richmond Grill and Crepes & Creamery food trucks will be on site. Movie in the Park on August 7, 2026 at dusk. The movie to be shown: Superman. The Crepes & Creamery food truck will be on site. 1 CONSENT AGENDA Council Member Chris Starling made a motion to approve the May 7, 2026 Budget Workshop Minutes, the May 7, 2026 Regular Council Meeting Minutes, and the May 7, 2026 Closed Session Meeting Minutes. Mayor Pro Tem Carla Hall seconded. The vote was unanimous in favor of the motion. (attachment) The monthly financial update was presented by Administrator Lori Shore. Council Member Chris Starling conducted an internal audit of the records for the month of April 2026 and found no discrepancies. (attachment) ACTION AGENDA Mayor Pro Tem Carla Hall made a motion to appoint Village Clerk, Kimberly L. Keen as Financial Officer for the Fiscal Year 2026-2027. Council Member Chris Starling seconded. The vote was unanimous in favor of the motion Mayor Mark Baker opened the budget hearing for discussion of the Budget for Fiscal Year 2026- 2027. No one spoke for or against the Budget. Mayor Mark Baker closed the budget hearing. Council Member Chris Starling made a motion to adopt Budget Ordinance #210 Budget for Fiscal Year 2026-2027. Mayor Pro Tem Carla Hall seconded. The vote was unanimous in favor of the motion. (attachments) In order to enter a contract with the Forsyth County Tax Department for the collection of taxes for the Village of Tobaccoville, Council Member Chris Starling made a motion to adopt Ordinance #211 for the collection of 2026 taxes. Mayor Pro Tem Carla Hall seconded. The vote was unanimous in favor of the motion. Council Member Chris Starling made a motion to adopt Ordinance #212 for the collection of 2025 and prior year’s taxes. Mayor Pro Tem Carla Hall seconded. The vote was unanimous in favor of the motion. (attachments) ACTION AGENDA FOR REVIEW Council reviewed with Attorney Amy Lanning and Administrator Lori Shore the statutory authorities for conveying property to a private sector. CLOSED SESSION Mayor Mark Baker made a motion to go into closed session per North Carolina General Statute 143.318.11 (a) (3) To consult with an attorney employed or retained by the public body in order to preserve the attorney-client privilege between the attorney and the public body, which privilege is hereby acknowledged. Council Member Chris Starling seconded. The vote was unanimous in favor of the motion. The Council went into closed session at 7:33 p.m. Mayor Pro Tem Carla Hall made a motion to exit closed session and return to regular session at 7:49 p.m. Council Member Chris Starling seconded. The vote was unanimous in favor of the motion. 2 ADJOURNMENT Council Member Chris Starling a motion to adjourn. Mayor Pro Tem Caral Hall seconded.
