MINUTES OF SPECIAL CITY COUNCIL AND TOMBALL PLANNING AND ZONING COMMISSION MEETING CITY OF TOMBALL, TEXAS MONDAY, DECEMBER 20, 2010 5:00 P.M. 1.0 Call to Order The meeting was called to order by Mayor Gretchen Fagan. No Commission discussion or action may take place on a matter until such matter has been placed on an agenda and posted in accordance with law.) 3.0 Workshop Session: 3.1 The Tomball City Council and the Tomball Planning and Zoning Commission members entered into a Workshop session for the following purpose: ● Discussion of the Downtown Specific Plan Proposal. Kelly Violette presented an introduction to the Tomball Downtown Specific Plan, providing information regarding the purpose and objectives of a zoning ordinance and plan designed for and applicable to the downtown area, specifically. Kelly Violette presented the proposed Tomball Downtown Specific Plan, advising Council that the original proposal received from Partnerships for Strategic Action had been reviewed by Engineering and Planning, reduced in scope, and revised by Partnerships for Strategic Action for presentation to Council. The proposed budget for the Tomball Downtown Specific Plan is estimated to be $177,400. An advisory committee for the TDSP will be appointed by City Council; focus groups would also provide input to the City. Upon completion of the study for the TDSP, a zoning ordinance for the downtown area will be prepared for Council consideration and adoption. Upon adoption of a zoning ordinance specific to the Tomball Downtown Specific Plan, the City will begin implementing the zoning requirements to the downtown area. 3.0 Motion was made by Councilman Stoll, second by Councilman Dodson to adjourn.
