MINUTES OF SPECIAL TOMBALL CITY COUNCIL AND TOMBALL ECONOMIC DEVELOPMENT CORPORATION MEETING CITY OF TOMBALL, TEXAS MONDAY, FEBRUARY 18, 2013 5:00 P.M. 1.0 Call to Order The Council meeting was called to order at 5:00 p.m. by Mayor Gretchen Fagan. Other members present were: Councilman Hudgens Councilman Stoll Councilman Brown Councilman Townsend Councilman Dodson Tomball Economic Development Corporation members present: Steven Vaughan Bill Sumner Lori Klein Quinn Vincent O’Donnell Chad Degges Tomball Economic Development Corporation members absent: Richard Bruce Others present: Assistant City Manager – Christal Weber City Secretary – Doris Speer Minutes Special Tomball City Council and Tomball Economic Development Corporation Meeting February 18, 2013 Page 2 of 3 City Attorney – Donna Johnson Fire Chief – Randy Parr Finance Director – Glenn Windsor Community Development Director – Craig Meyers Assistant City Engineer – Lori Lakatos TEDC-Executive Director – Kelly Violette Bracewell & Giuliani – Jonathan Frels 2.0 No Public Comments were received. 3.0 New Business: 3.1 The Tomball City Council and the Tomball Economic Development Corporation entered into a Workshop Session to Review the Timeline for Issuing Certificates of Obligation and for Approval of an Interlocal Agreement between the City of Tomball and the Tomball Economic Development Corporation for the Development of the Tomball Business and Technology Park. No action was taken. 3.2 Motion was made by TEDC Member Sumner, second by TEDC Member Vaughan, for the Tomball Economic Development Corporation to adopt Resolution No. 2013-10-TEDC, a Resolution Approving an Agreement Regarding the Construction of Improvements between the City of Tomball, Texas and the Tomball Economic Development Corporation. Motion carried unanimously. 3.3 Motion was made by TEDC Member Vaughan, second by TEDC Member O’Donnell for the Tomball Economic Development Corporation to adopt Resolution No. 2013-11-TEDC, a Resolution Approving an Agreement Regarding the Payment of Obligations Issued for Authorized Tomball Economic Development Corporation Projects. Motion carried unanimously. 3.4 Motion was made by Councilman Dodson, second by Councilman Brown, for the Tomball City Council to adopt Resolution No. 2013-12, a Resolution of the City Council of the City of Tomball, Texas Approving an Agreement Regarding the Construction of Improvements between the City Of Tomball, Texas and the Tomball Economic Development Corporation. Motion carried unanimously. 3.5 Motion was made by Councilman Dodson, second by Councilman Townsend, for the Tomball City Council to adopt Resolution No. 2013-13, a Resolution of the City Council of the City of Tomball, Texas Approving an Agreement Regarding the Payment of Obligations Issued for Authorized Tomball Economic Development Corporation Projects. Motion carried unanimously. Motion was made by Councilman Brown, second by Councilman Townsend, for adjournment of the Tomball City Council meeting. Motion carried unanimously. Meeting adjourned. Notice is hereby given of a meeting of the Tomball City Council and Tomball Economic Development Corporation, to be held on Monday, February 18, 2013 at 5:00 p.m., City Hall, 401 Market Street, Tomball, Texas 77375, for the purpose of considering the following agenda items. All agenda items are subject to action. The Tomball City Council and Tomball Economic Development Corporation reserve the right to meet in a closed session for consultation with attorney on any agenda item should the need arise and if applicable pursuant to authorization by Title 5, Chapter 551, of the Texas Government Code. 1.0 Call to Order 2.0 Public Comments and Receipt of Petitions (At this time, anyone will be allowed to speak on any matter other than personnel matters or matters under litigation, for length of time not to exceed three minutes.
