MONDAY, FEBRUARY 17, 2014

1.0 Call to Order
The Council meeting was called to order at 6:00 p.m. by Mayor Fagan. Other members
present were:

3.0 The pledges to the U. S. and Texas Flags were led by Robert Hauck and Brian Bayani.
4.0 The following public comments were received:
Monique Dermaux - Expressed her desire to participate, through presentations and

● March 15, 2014 – 3rd Annual Tomball Honky Tonk Music Festival
● March 23, 2014 – “2014 Ride 2 Recovery Texas Challenge” Welcome and
Reception – 9:30 a.m.-11:00 a.m.
● April 12, 2014 – 6th Annual 5K Bunny Run and 1 Mile Kids Walk
● Walk Tomball! – Every Saturday at 9:00 a.m. at the Depot
● Reports by City staff and members of council about items of community
interest on which no action will be taken:

6.0 Motion was made by Councilman Dodson, second by Councilman Hudgens, to approve
the Minutes of the February 3, 2014 Regular City Council Meeting.
Motion carried unanimously.
7.0 New Business:
7.1 Motion was made by Councilman Townsend, second by Councilman Hudgens, to
appoint Brett D. Peabody as the Alternate Municipal Court Judge to the
Unexpired Term Vacated by Stephen Vigorito, Term Expiring August 15, 2015,
as required by Government Code, Section 29.005.
Motion carried unanimously.
7.2 Motion was made by Councilman Townsend, second by Councilman Dodson, to
award Contract for RFP 2014-03, Vendor to Sell Beer and Wine at City Festivals,
to Cisco’s Salsa Company.

Motion carried unanimously.
7.3 Motion was made by Councilman Dodson, second by Councilman Townsend, to
approve, as a Project of the Corporation, an Agreement with Breaux Properties,
LTD, to Make Direct Incentives To, or Expenditures For, the Creation or
Retention of Primary Jobs Associated with the Expansion of a Manufacturing
Facility Located at 28006 High Meadow Road, Tomball, Texas. The Estimated
Amount of Expenditures for Such Project is $74,534.00.
Motion carried unanimously.
7.4 Motion was made by Councilman Dodson, second by Councilman Stoll, to
approve, as a Project of the Corporation, an Agreement with Inline Services Inc.,
to Make Direct Incentives To, or Expenditures For, the Creation or Retention of
Primary Jobs Associated with the Expansion of a Manufacturing Facility Located
at 27731 Commercial Park, Tomball, Texas. The Estimated Amount of
Expenditures for Such Project is $33,083.00
Motion carried unanimously.
7.5 Motion was made by Councilman Townsend, second by Councilman Stoll, to
approve the Purchase Six (6) Police Department Vehicles in Compliance with the
City's Purchasing and Bidding Policy, in the amount of 166,191.48.
Motion carried unanimously.
7.6 Motion was made by Councilman Degges, second by Councilman Stoll, to award
Job Order Proposal for the Construction of a Steel Awning for the City Pool and a
Steel Canopy for Matheson Park to KBR under the TCPN Statewide Contract for
a Not to Exceed Cost of $78,130.00, and to authorize the City Manager to
Execute the Necessary Construction Contracts
Motion carried unanimously.
7.7 Motion was made by Councilman Hudgens, second by Councilman Townsend, to
approve WELLING OWENS QUADRUPLEXES; Being a Replat of Outlots 104,
103 and 98 of Tomball Townsite, City of Tomball; Recorded under Vol. 2, Pg. 65
of the Harris County Map Records; Located in the Ralph Hubbard Survey,
Abstract 383, Harris County, Texas.

7.8 Motion was made by Councilman Townsend, second by Councilman Stoll, to set
a date and time for a Council Workshop to discuss 25-ft. nonconforming lots in
the City of Tomball.
Motion was amended by Councilman Townsend, second by Councilman Dodson,
to set March 25, 2014 at 6:00 p.m. as the date and time for a Council Workshop to
discuss 25-ft. nonconforming lots in the City of Tomball.
Motion, as amended, carried unanimously.
8.0 Motion was made by Councilman Dodson, second by Councilman Stoll, to adjourn.
Motion carried unanimously.
Meeting adjourned.

Monday, February 17, 2014 at 6:00 p.m., City Hall, 401 Market Street, Tomball, Texas

subject to action. The Tomball City Council reserves the right to meet in a closed session
for consultation with attorney on any agenda item should the need arise and if applicable
