1.0 Call to Order
The Council meeting was called to order at 6:00 p.m. by Mayor Fagan. Other members present:

4.0 The following public comments were received:
Bruce Hillegeist - Expressed his appreciation to the City of Tomball for
President-GTACC the City’s support in another successful Holiday Parade;
introduced Julia Gimblet, 2015 Miss Tomball.

5.0 Reports and Announcements:
• December 12-14, 2014 – 2014 Tomball German Christmas Market – 10:00 a.m.-8:00

Saturday at the Depot – 5:00 p.m.
• December 24-25, 2014 – Christmas Holiday – City Offices Closed; open Friday,

• January 1, 2015 – New Year’s Day Holiday – City Offices Closed; open Friday, January
2, 2015
• Walk Tomball! – Every Saturday at 9:00 a.m. at the Depot
• Reports by City staff and members of council about items of community interest on
which no action will be taken
6.0 Motion was made by Councilman Townsend, second by Councilman Stoll, to approve the
Minutes of the November 17, 2014 Regular City Council Meeting.
Motion carried unanimously.
7.0 Old Business:
7.1 Motion was made by Councilman Hudgens, second by Councilman Stoll, to adopt, on
Second Reading, Ordinance No. 2014-39, an Ordinance of The City of Tomball, Texas,
Amending Its Zoning Ordinance, by Approving a Planned Development District of
Approximately 27.16 Acres of Land, Legally Described as Tracts 2m & 4n, Abstract 632,
C.V. Pillot and Reserve A, Block 1, Kenneth Lee; Within the City of Tomball, Harris
County, Texas; Amending the Official Zoning Map of The City to Reflect The Planned
Development District to be Known as Planned Development – 8 (Pd-8) District;
Adopting a Concept Plan and Regulations Applicable to Pd-8 District; Providing For
Severability; Providing For A Penalty of an Amount Not to Exceed $2,000 for Each Day
of Violation of any Provision Hereof, Making Findings of Fact; and Providing for Other
Related Matters. Vote was as follows:

7.2 Motion was made by Councilman Townsend, second by Councilman Hudgens, to adopt,
on Second Reading, Ordinance No. 2014-40, an Ordinance of The City of Tomball,
Texas, Amending Its Zoning Ordinance by Changing the Zoning District Classification of
Approximately 2 Acres of Land, Legally Described as Reserve A, Block 1, Pine Country
of Tomball Section 2 Replat, Within the City Of Tomball, Harris County, Texas, From
the Agricultural District to the Single-Family Residential-9 District; Said Property Being
Generally Located North of F.M. 2920, West of Tomball Cemetery Road; Providing for
the Amendment of the Official Zoning Map of The City; Providing for Severability;
Providing for a Penalty of an Amount Not To Exceed $2,000 for Each Day of Violation
of any Provision Hereof, Making Findings of Fact; and Providing for Other Related
Matters. Vote was as follows:

Second Reading, Ordinance No. 2014-41, an Ordinance of The City of Tomball, Texas,
Amending Its Zoning Ordinance By Changing the Zoning District Classification of
Approximately 1.04 Acres of Land, Legally Described as Lot 9, Block 1, Liberty Springs,
Within the City of Tomball, Harris County, Texas, from the Planned Development-1
District to the Single-Family Estate Residential-20 District; Said Property Being
Generally Located South of Brown-Hufsmith Road, East of Liberty Lane; Providing for
the Amendment of the Official Zoning Map of The City; Providing for Severability;
Providing for a Penalty Of An Amount Not To Exceed $2,000 For Each Day Of
Violation Of Any Provision Hereof, Making Findings of Fact; And Providing for Other
Related Matters. Vote was as follows:

8.0 New Business
8.1 Motion was made by Councilman Townsend, second by Councilman Klein Quinn, to
approve, on First Reading, Resolution No. 2014-29-TEDC, a Resolution of the City
Council of the City of Tomball, Texas, authorizing and approving the Tomball Economic
Development Corporation’s Project to Expend Funds in accordance with an Economic
Development Agreement by and between the Corporation and 2978 Panormus LP, to
make direct incentives to, or expenditures for, assistance with infrastructure costs for the
promotion of new or expanded business enterprise related to the construction of a multi-
use project (Peck Station) on approximately 34.495 acres of land generally located at the
northwest corner of FM 2978 and FM2920 in Tomball, Texas. Vote was as follows:

8.2 Motion was made by Councilman Hudgens, second by Councilman Stoll, to approve
Resolution No. 2014-30, a Resolution of the City Council of the City of Tomball, Texas,
Supporting the Annual Baseball Parade, to be held in Tomball on Saturday, March 21,
2015.
Motion carried unanimously.
8.3 Motion was made by Councilman Townsend, second by Councilman Klein Quinn, to
approve the Facilities Extension Agreement with CenterPoint for the Installation of
Underground Electrical Service in the City of Tomball Railroad Depot Park, Located at
102 Fannin Street, and Removal of Overhead Electrical Service along Fannin and Market
Streets, in the Amount of $63,075.00, and Authorize City Manager to Execute
Agreement.
Motion carried unanimously.
8.4 Motion was made by Councilman Townsend, second by Councilman Stoll, to approve the
Agreement between the City of Tomball and YMCA, Providing for the Non-Profit Use of
Jerry Matheson Swimming Pool by the Tomball Cougar Aquatics Team (TCATS) from
April 14 through June 5, 2015, June 9 through June 19, 2015, and June 23 through June
25, 2015 for 2015 Practice and Regular Season Meets and to approve the Installation by
TCATS of an Equipment Building in Matheson Park for Off-Season Storage.

8.5 Motion was made by Councilman Townsend, second by Councilman Stoll, to read
Ordinance No. 2014-42 by caption only on first reading.
Motion carried unanimously.
Motion was made by Councilman Degges, second by Councilman Townsend, to adopt,
on First Reading, Ordinance No. 2014-42, an Ordinance of the City of Tomball, Texas,
Finding and Determining that the Public Convenience and Necessity no longer require
the Continued Existence of a Certain Portion of a Gas Line Easement across a Certain
0.0125 Acre Tract of Land being out of and a part of the William Hurd Survey, A-378,
Tomball, Harris County, Texas and being out of and a part of Commercial Reserve No. 7
of Tomball Parkway Plaza, the Map of which is recorded in Volume 331, Page 10 of the
Map Records of Harris County, Texas, Located in the City of Tomball, Texas; Vacating,
Abandoning, and Closing Said Portion of Such Gas Line Easement; Authorizing the City
Manager to Execute and the City Secretary to Attest a Quitclaim Deed Quitclaiming the
City’s Interest in Said Abandoned Easement; and Containing Other Provisions Relating
to the Subject. Vote was as follows:
