1.0 Call to Order
The Council meeting was called to order at 6:00 p.m. by Mayor Fagan. Other members

2.0 The invocation was led by Pastor Ryan Warren, The Woodlands Church-Tomball.
3.0 The pledges to U. S. and Texas Flags were led by Robert Hauck.
4.0 The following public comment was received:
Linda Wrentz - Expressed her appreciation of WCA’s service
31203 Antonia Lane, 77375 in removing a large amount of debris from her
property.
5.0 Reports and Announcements:
Tomball City Pool – 2015 Swim Season - Jerry Matheson Park Pool will
close on September 7, 2015. The pool will be closed every Monday during
swim season 2015, except Memorial Day and Labor Day. June 9-August
23, 2015 will be regular weekly days and hours. August 29-September 7,
2015, the pool will open weekends only.
June 16-July 17, 2015 – TOMBALL KIDS’ CLUB – Every Tuesday and
Friday, 11:00 a.m.-1:00 p.m., at Tomball Community Center, 221 Market
Street
June 25, 2015 – 7th Annual Economic Outlook Luncheon – sponsored by
the Tomball Economic Development Corporation at Lone Star College-
Tomball – 11:30 a.m.-1:30 p.m.
June 15 through July 30 – Meetings of the City Council, Planning and
Zoning Commission, Board of Adjustments, Tourism Advisory Committee,
and Tomball Municipal Court Sessions will be held at the Public Works
Building, 501 James Street, due to renovations at City Hall.
July 4, 2015 – Tomball 4th of July Celebration and Street Party – 5:00 p.m.-
10:30 p.m.
July 6, 2015 – Budget Workshop – Public Works Building – 4:00 p.m.
July 11, 2015 – 2nd Saturday at the Depot
July 20, 2015 – Budget Workshop – Public Works Building – 5:00 p.m.
August 8, 2015 – 2nd Saturday at the Depot
August 29, 2015 – Texas Music Festival – 12:00 Noon-6:00 p.m.
September 12, 2015 – 2nd Saturday at the Depot
September 26, 2015 – 5th Annual Bugs, Brew & Barbeque Festival – 12:00
Noon-6:00 p.m.
Walk Tomball! – Every Saturday at 8:00 a.m. at the Depot
Reports by City staff and members of Council about items of community
interest on which no action will be taken.
6.0 Motion was made by Councilman Townsend, second by Councilman Stoll, to approve
the Minutes of the June 1, 2015 Regular City Council Meeting.

Motion carried unanimously.
7.0 Old Business:
7.1 Motion was made by Councilman Townsend, second by Councilman Stoll, to
adopt, on Second Reading, Resolution No. 2015-12-TEDC, a Resolution of the
City Council of the City of Tomball, Texas, authorizing and approving the
Tomball Economic Development Corporation’s Project to Expend Funds in
accordance with an Economic Development Agreement by and between the
Corporation and WhiteWater Express, to make direct incentives to, or
expenditures for, assistance with infrastructure costs for the promotion of new or
expanded business enterprise related to the construction of a new commercial
facility to be located on a 0.86 acre tract of land at 14614 FM 2920, Tomball,
Texas 77377. The estimated amount of expenditures for such Project is
$19,680.00.
Motion carried unanimously.
8.0 New Business:
8.1 Motion was made by Councilman Townsend, second by Councilman Stoll, to
reappoint Gretchen Fagan, Chad Degges, and Steven Vaughan to their respective
positions on the Tomball Economic Development Corporation Board of Directors.
Motion carried unanimously.
8.2 Motion was made by Councilman Degges, second by Councilman Townsend, to
approve the Tax Abatement Agreement between City of Tomball and Packers
Plus Energy Services (USA), Inc. for Phase I Improvements to be Constructed in
Tax Abatement Reinvestment Zone No. 5.
Motion carried unanimously.
8.3 Motion was made by Councilman Townsend, second by Councilman Stoll, to
approve the Tax Abatement Agreement between City of Tomball and Packers

8.4 Motion was made by Councilman Degges, second by Councilman Stoll, to

in Tax Abatement Reinvestment Zone No. 5.

Motion carried unanimously.
8.5 Motion was made by Councilman Townsend, second by Councilman Stoll, to
approve the Development Agreement for Construction of Public Improvements
within Tomball Industrial Park, LP, in the Amount not to exceed $40,550.00.
Motion carried unanimously.
8.6 Motion was made by Councilman Townsend, second by Councilman Degges, to
approve Resolution No. 2015-13, a Resolution of the City Council of the City of
Tomball, Texas, Approving Request by Iglesia Taller del Alfarero (The Potter’s
Workshop) for City Support/Co-Sponsorship to Conduct a Prayer March/Walk on
FM 2920/Main Street on Saturday, July 11, 2015, from 9:00 a.m. to 12:00 p.m.
Motion carried unanimously.
8.7 Motion was made by Councilman Townsend, second by Councilman Degges, to
approve the Request by The Woodlands Church Tomball Campus (at Concordia
Lutheran High School) to block off the Depot Area for the Annual Tomball
Family Fest, to be held on Saturday, August 22, 2015 and for In-Kind Services.
Motion carried unanimously.
8.8 Motion was made by Councilman Townsend, second by Councilman Stoll, to read
Ordinance No. 2015-12 by caption only on first reading.
Motion carried unanimously.
Motion was made by Councilman Stoll, second by Councilman Townsend, to
adopt, on First Reading, Ordinance No. 2015-12, an Ordinance of the City of
Tomball, Texas Consenting to the Annexation of a 19.0890-Acre Tract of Land
by Harris County Municipal Utility District No. 273; and Making Findings
Related Thereto. Vote was as follows:

Councilman Townsend requested an update on proposed changes to the mobile food
vendor ordinance and discussion of a possible expansion of the splash pad at a future

Notice is hereby given of a Regular meeting of the Tomball City Council, to be held on Monday,
June 15, 2015 at 6:00 p.m., Public Works Building, 501 James Street, Tomball, Texas
77375, for the purpose of considering the following agenda items. All agenda items are subject to
action. The Tomball City Council reserves the right to meet in a closed session for consultation
with attorney on any agenda item should the need arise and if applicable pursuant to
authorization by Title 5, Chapter 551, of the Texas Government Code.
