4.0 No public comments were received.
5.0 Reports and Announcements:
• Tomball City Pool – 2019 Swim Season - Jerry Matheson Park Pool will be open
Memorial Weekend, May 25-27, then will reopen on June 4 and will operate with
normal hours through August 18. The pool will be open on Saturday and Sunday
only on the weekends of August 24-25 and August 31-September 1. The pool will
be closed every Monday during swim season 2019, except Memorial Day (May
27), July 4th, and Labor Day (September 2). Normal pool hours are: Tuesday –
Friday: 10 a.m.-6 p.m. and Saturday & Sunday: 12 p.m.-8 p.m.
• TOMBALL KID'S CLUB – Activities: June 18, 20, 25, and 27 and July 2, 9,
11, 16, 18, 23 and 25 from 10:30 a.m. to 12:30 p.m., at the Tomball Community
Center. Backpack Buddy Pickup: June 21, 28 and July 12, 19, 26 from 10:30
a.m. to 12:30 p.m. at Lone Star College-Tomball Community Library
• June 27, 2019 – 11th Annual Economic Outlook Luncheon, sponsored by the
Tomball Economic Development Corporation, at LSC – Tomball – Beckendorf
Conference Center, 30555 Tomball Parkway, from 11:30 a.m.-1:30 p.m.
• July 4, 2019 – July Fourth Celebration & Street Festival – Business 249 at FM

• July 6, 2019 – 2nd Saturday at the Depot
• August 2, 2019 – Tomball Night
• Reports by City staff and members of council about items of community interest on
which no action will be taken: Councilman Townsend thanked City staff for the
work being done to improve detention ponds in the City.
6.0 Motion was made by Councilman Townsend, second by Councilman Stoll, to approve the
Minutes of the June 3, 2019 Regular Tomball City Council Meeting and the June 10,
2019 Special Tomball City Council Meeting.
Motion carried unanimously.
7.0 New Business:
7.1 Motion was made by Councilman Stoll, second by Councilman Townsend, to
approve the Tomball Economic Development Corporation (TEDC) 2019-2020
Strategic Work Plan.
Motion carried unanimously.
7.2 Kelly Violette presented the Tomball Economic Development Corporation
(TEDC) 2018-2019 Annual Report.
No action necessary.

7.3 Motion was made by Councilman Townsend, second by Councilman Stoll, to
approve, on First Reading, Resolution No. 2019-20-TEDC, a Resolution of the
City Council of the City of Tomball, Texas, authorizing and approving the
Tomball Economic Development Corporation’s Project to Expend Funds in
accordance with an Economic Development Performance Agreement by and
between the Corporation and Century Hydraulics LLC, to make direct incentives
to, or expenditures for, the promotion of new or expanded business development
associated with the expansion of an office/warehouse facility located at 23706
Snook Lane, Tomball, Texas. The estimated amount of expenditures for such
Project is $44,543.00.
Motion carried unanimously.
7.4 Motion was made by Councilman Townsend, second by Councilman Stoll, to
approve, on First Reading, Resolution No. 2019-21-TEDC, a Resolution of the
City Council of the City of Tomball, Texas, authorizing and approving the
Tomball Economic Development Corporation’s Project to Expend Funds in
accordance with an Economic Development Performance Agreement by and
between the Corporation and the Texas Railroading Heritage Museum at Tomball
to make direct incentives to, or expenditures for, advertising, promotion and
marketing assistance for the Museum to be located at 303 South Elm Street in the
City of Tomball, as authorized under Sections 505.152 and 505.158 of the Texas
Local Government Code. The estimated amount of expenditures for such project
is $10,000.00.
Motion carried unanimously.
7.5 Motion was made by Councilman Townsend, second by Councilman Stoll, to
appoint Dane Dunagin, Robert Comer, and Steven Vaughan to the Tomball
Economic Development Corporation Board of Directors for new two-year terms
to expire May 31, 2021. Vote was as follows:

Gretchen Fagan, Chad Degges, and Steven Vaughan are reappointed to their
respective positions.
7.6 Motion was made by Councilman Stoll, second by Councilman Townsend, to
reappoint Richard Anderson to Planning and Zoning Commission, Position 4, for
New Term Expiring June 1, 2022.
Motion carried unanimously.
Richard Anderson is reappointed to Position 4, Planning and Zoning Commission.
7.7 Consideration to approve Zoning Case P19-065: Request by Stan Winter with
Jones Carter, to amend Chapter 50 (Zoning) of the Tomball Code of Ordinances
by rezoning approximately 103.7 acres of land legally described as Lots 338, 339,
341 through 344, 346, 349, 350, 352 through 356, 358, 359, 361 through 365
Tomball Outlots, within the City of Tomball, Harris County, Texas, generally
located on the east side of South Persimmon Road from Lizzie Lane to Agg Road,
from the Agricultural, Single-Family 20 Estate and Commercial Districts to the
Planned Development District.
• Conduct Public Hearing on Zoning Case P19-065
Mayor Fagan opened the Public Hearing at 7:12 p.m.
Receiving no public comments, Mayor Fagan closed the Public Hearing at
7:13 p.m.
• Motion was made by Councilman Townsend, second by Councilman
Stoll, to read Ordinance No. 2019-13 by caption only on First Reading.

• Motion was made by Councilman Ford, second by Councilman Stoll, to
adopt, on First Reading, Ordinance 2019-13, an Ordinance of the City of
Tomball, Texas, Amending Chapter 50 (Zoning) of the Tomball Code of
Ordinances by Changing the Zoning District Classification of
Approximately 103.7 Acres of Land Legally Described as Lots 338, 339,
341 through 344, 346, 349, 350, 352 through 356, 358, 359, 361 through
365 Tomball Outlots, within the City of Tomball, Harris County, Texas,
from the Agricultural, Single-Family 20 Estate and Commercial Districts
to the Planned Development (PD-12) District; Said Property Being
Generally Located on the East Side of South Persimmon Road from Lizzie
Lane to Agg Road; Providing for the Amendment of the Official Zoning
Map of the City; Providing for Severability; Providing for a Penalty of an
Amount Not to Exceed $2,000 for Each Day of Violation of Any
Provision Hereof, Making Findings of Fact; and Providing for Other
Related Matters. Vote was as follows:

7.8 Motion was made by Councilman Townsend, second by Councilman Stoll, to
award Contract for Pipeline Relocation along the M121 Drainage Channel,
Project No. 2003-10005, to MK Constructors, in an Amount Not to Exceed
$2,638,186.70.
Motion carried unanimously.
7.9 Motion was made by Councilman Townsend, second by Councilman Stoll, to
appoint Assistant Court Clerk Brandy Oliver as Juvenile Case Manager for the
Tomball Municipal Court.
Motion carried unanimously.
7.10 Motion was made by Councilman Ford, second by Councilman Stoll, to approve
Resolution No. 2019-19, a Resolution of the City of Tomball, Texas, Amending
Residential Dwelling Building Permit Fees for Fiscal Year 2018-2019.

7.11 Motion was made by Councilman Townsend, second by Councilman Stoll, to
approve Resolution No. 2019-22, a Resolution of the City Council of the City of
Tomball, Texas, Requesting Governor Abbott to Veto House Bill 2439.
Motion carried unanimously.
8.0 Motion was made by Councilman Townsend, second by Councilman Stoll, to adjourn.
Motion carried unanimously.

Monday, June 17, 2019 at 6:00 p.m., City Hall, 401 Market Street, Tomball, Texas 77375,
