MINUTES OF REGULAR CITY COUNCIL MEETING CITY OF TOMBALL, TEXAS MONDAY, DECEMBER 2, 2019 6:00 P.M. 1.0 Meeting was called to order by Mayor Fagan. Other members present: Councilman Ford Councilman Stoll Councilman Degges Councilman Townsend Councilman Klein Quinn Others present: City Manager – Robert Hauck Assistant City Manager – David Esquivel City Secretary – Doris Speer City Attorney – Justin Pruitt Director of Public Works – Beth Jones Police Chief – Billy Tidwell Fire Chief – Randy Parr Marketing Director – Mike Baxter Finance Director – Glenn Windsor Director of Human Resources – Lisa Coe Director of Community Development – Craig Meyers City Engineer – Wesley Stolz Assistant City Secretary – Tracy Garcia Community Events Coordinator – Denise Fiore Community Center Manager – Rosalie Dillon Warrant Officer/Bailiff – Ron McGullion 2.0 The invocation was led by Pastor James Roberson, Hufsmith Church of Christ, Tomball 3.0 Pledges to U. S. and Texas Flags were led by Bruce Hillegeist. 4.0 The following public comments were received: Bruce Hillegeist - Introduced Palmer Jones, 2020 Miss President, GTACC Tomball, and expressed his appreciation of Agenda Regular City Council Meeting December 2, 2019 Page 2 of 4 the City’s support and assistance in the success of the 54th Annual Holiday Parade. Palmer Jones - Expressed her appreciation in being selected as 2020 Miss Tomball and thanked everyone. 5.0 Presentations: • Lisa Coe introduced members of HCA Healthcare-Tomball, AutoNation, and TOMAGWA; presentation was made of a check in the amount of $54,899.04 to TOMAGWA, proceeds from the City of Tomball’s 7th “Annual Paces for Pink” 5K Run. • Brad Bartlett, Board Members of Resale With A Purpose, and Bruce Hillegeist presented checks in the amount of $10,000 each to Tomball Fire Department and Tomball Police Department for the annual Christmas Programs. • Wesley Stolz expressed his appreciation, on behalf of the members of the first City of Tomball Leadership Academy Cohort, for the opportunities and leadership training and experiences provided by the City of Tomball. Members of the 2019 City of Tomball Leadership Academy Cohort are: Brandon Patin, Ben Lato, Christine Brookshire, Chris Burns, Wesley Stolz, Jeff Doyle, John Escamilla, Keith Ferguson, Hailey Dixon-Harris, Denise Fiore, Justin Pruitt, Joe Sykora, Lauren Sykora, Ken Cole, Maria Morris, Will Goff, and Rosalie Dillon. 6.0 Reports and Announcements: • December 7, 2019 – “Deck the Depot” – a 2nd Saturday at the Depot Event, 10:00 a.m.-3:00 p.m. • December 13-15, 2019 – Tomball German Christmas Market • December 24-25, 2019 – Christmas Holidays – City offices closed (Tuesday and Wednesday) • January 1, 2020 – New Year’s Day Holiday – City offices closed • Reports by City staff and members of council about items of community interest on which no action will be taken: ◦ Luisa Taylor presented the Quarterly Investment Report for Period Ending September 30, 2019. The Public Funds Investment Act requires that a report of the City's Investments be presented to Council on a quarterly basis. The investment report includes a listing of all investments together with information relating to diversification, cost vs. market values at the end of the quarter, yield information, and weighted average maturities. On September 30, 2019, the City had total cash and cash equivalents in the amount of $67,797,447. ◦ Mike Baxter reported on the Success of the Annual Christmas Tree Lighting at The Depot, “Light It Up!” Agenda Regular City Council Meeting December 2, 2019 Page 3 of 4 7.0 Motion was made by Councilman Townsend, second by Councilman Klein Quinn, to approve the Minutes of the November 18, 2019 Regular Tomball City Council Meeting. Motion carried unanimously. 8.0 New Business: 8.1 Motion was made by Councilman Stoll, second by Councilman Klein Quinn, to accept Donation of Harris County Assets Currently Utilized by the Tomball Police and Fire Departments. Motion carried unanimously. 8.2 Motion was made by Councilman Stoll, second by Councilman Ford, to approve Request by Rumble Cats Classic Car Club for Use of the Tomball Depot Area for the 4th Annual Rally in the Alley Car Show, to be held on March 7, 2020. Motion carried unanimously. 8.3 Motion was made by Councilman Stoll, second by Councilman Degges, to approve Resolution No. 2019-47, a Resolution of the City Council of the City of Tomball, Texas, Supporting the Annual Baseball Parade, to be held in Tomball on Saturday, March 21, 2020. Motion carried unanimously. 8.4 Mayor Fagan opened the Public Hearing of the City Council of the City of Tomball to consider Proposed Assessments against Section Five and Six Properties in the City of Tomball Public Improvement District Number Two (Raleigh Creek Subdivision), Established by City Council Resolution No. 2007-22, at 6:47 p.m. Receiving no public comments, Mayor Fagan closed the Public Hearing at 6:48 p.m. 8.5 Motion was made by Councilman Townsend, second by Councilman Ford, to read Ordinance No. 2019-33, by caption only on First Reading. Motion carried unanimously. Motion was made by Councilman Townsend, second by Councilman Stoll, to adopt, on First Reading, Ordinance No. 2019-33, an Ordinance of the City Council of Tomball, Texas, Levying an Assessment Against Sections Five and Six Properties within the City of Tomball Public Improvement District Number Two (Raleigh Creek Subdivision); and Making Certain Findings Related Thereto. Agenda Regular City Council Meeting December 2, 2019 Page 4 of 4 Vote was as follows: Councilman Ford Aye Councilman Stoll Aye Councilman Degges Aye Councilman Townsend Aye Councilman Klein Quinn Aye Motion carried unanimously. 8.6 Motion was made by Councilman Stoll, second by Councilman Townsend, to award Contract for E&P Project Number 2017-10002 for the Phase II of the Design of the Critical Needs Improvements to the North and South Wastewater Treatment Plants to Freese & Nichols, in the Amount of $83,950.00. Motion carried unanimously. 9.0 Motion was made by Councilman Townsend, second by Councilman Klein Quinn, to adjourn. Motion carried unanimously.
