MINUTES OF REGULAR CITY COUNCIL MEETING
CITY OF TOMBALL, TEXAS
MONDAY, APRIL 20, 2020
6:00 P.M.
The City Council of the City of Tomball, Texas, conducted the meeting scheduled for April 20, 2020, 6:00
p.m., at 401 Market Street, Tomball, Texas, 77375, via video/telephone conference.
1.0 Mayor Fagan (in person) called the meeting to order at 6:00 p.m., having established a
quorum. Mayor Fagan read a statement regarding the process for the conduct of the
meeting via Zoom and telephone. Members present:

5.0 Reports and Announcements:
• No reports were presented by City staff and members of Council.
6.0 Motion was made by Councilman Klein Quinn, second by Councilman Townsend, to
approve the Minutes of the April 6, 2020 Regular Tomball City Council Meeting.
Motion carried unanimously.
7.0 New Business:
7.1 Consideration to Approve Zoning Case P20-056: Request by the City of Tomball
to amend Section 50-116 (Supplemental regulations) of the Tomball Code of
Ordinances by allowing schools to utilize temporary buildings.
◦ Mayor Fagan opened the Public Hearing of the City Council of the City of
Tomball to consider Zoning Case P20-056 at 6:07 p.m.
Receiving no public comments, Mayor Fagan closed the Public Hearing at
6:08 p.m.
• Motion was made by Councilman Townsend, second by Councilman Stoll,
to read Ordinance No. 2020-08 by caption only on First Reading.
Motion carried unanimously.
Motion was made by Councilman Townsend, second by Councilman
Ford, to adopt, on First Reading, Ordinance No. 2020-08, an Ordinance of
the City of Tomball, Texas, Amending Chapter 50 (Zoning) of the Code of
Ordinances by Amending Section 50-116 (Supplemental Regulations) by
Removing Section 50-116(i)(8) “Temporary buildings shall be permitted
for denominational schools and public school districts with the following
conditions” and Adding a New Section 50-116(k) “Temporary buildings
for schools”; Providing for Severability; Providing for a Penalty of an
Amount Not to Exceed $2,000 for Each Day of Violation of Any
Provision Hereof, Making Findings of Fact; and Providing for Other
Related Matters. Vote was as follows:

Motion carried unanimously.
7.2 Motion was made by Councilman Townsend, second by Councilman Stoll, to
award 1GPA Contract Number 19-03DP, for the Buildout of the Restrooms at
Wayne Stovall Sports Complex, to B & C Constructors, L.P., in the Amount of
$59,182.44.
Motion carried unanimously.
7.3 Motion was made by Councilman Klein Quinn, second by Councilman
Townsend, to award Contract for E&P Project 2020-10018 Pine Street Water
Well Rehabilitation to C-C Water Services, LLC in the Amount of $129,890.00.
Motion carried unanimously.
7.4 Motion was made by Councilman Stoll, second by Councilman Townsend, to
approve Resolution No. 2020-12, a Resolution of the City of Tomball, Texas,
Amending Approve Resolution No. 2020-12, a Resolution of the City of Tomball,
Texas, Amending the Garbage and Trash Collection/Disposal Service Rates in the
Master Fee Schedule for Fiscal Year 2019-2020.
Motion carried unanimously.
8.0 Motion was made by Councilman Townsend, second by Councilman Klein Quinn, to
adjourn.
Motion carried unanimously.
