MINUTES OF REGULAR CITY COUNCIL MEETING CITY OF TOMBALL, TEXAS MONDAY, MAY 4, 2020 6:00 P.M. The City Council of the City of Tomball, Texas, conducted the meeting scheduled for May 4, 2020, 6:00 p.m., at 401 Market Street, Tomball, Texas, 77375, via video/telephone conference. 1.0 Mayor Fagan (in person) called the meeting to order at 6:02 p.m., having established a quorum. Mayor Fagan read a statement regarding the process for the conduct of the meeting via Zoom and telephone. Members present: Councilman Stoll (via video) Councilman Degges (via video) Councilman Townsend (in person) Councilman Klein Quinn (via video) Council Members absent: Councilman Ford – Excused Others present: City Manager – Robert Hauck (in person) Assistant City Manager – David Esquivel (via video) City Secretary – Doris Speer (in person) City Attorney – Loren B. S. and Texas Flags were led by Randy Parr. 4.0 No public comments were received. 5.0 Mayor Fagan gave the following presentations: • Proclamation – May 3-9, 2020 is “Municipal Clerks Week” • Proclamation – May 3-9, 2020 is “National Hurricane Preparedness Week – Tomball, Texas” • Proclamation – May 10-16, 2020 is “Tomball Firefighter Appreciation Week” • Proclamation – May 15, 2020 is “Peace Officers Memorial Day” and May 10- 16, 2020 is “Tomball Police Week” 6.0 Reports and Announcements: • Steven Foehner and Jenny Bennett presented information regarding the proposed June 27, 2020 – Beat the Heat at the Depot – a Swim Safe Forever Northwest Houston Chapter Event. • Reports by City staff and members of council about items of community interest on which no action will be taken: ◦ Beth Jones presented the results of the Tomball Annual Spring Clean-Up and Chipping Week 7.0 Motion was made by Councilman Townsend, second by Councilman Stoll, to approve the Minutes of the April 20, 2020 Regular Tomball City Council Meeting Motion carried unanimously. 8.0 Old Business: 8.1 Motion was made by Councilman Townsend, second by Councilman Stoll, to adopt, on Second Reading, Ordinance No. 2020-08, an Ordinance of the City of Tomball, Texas, Amending Chapter 50 (Zoning) of the Code of Ordinances by Amending Section 50-116 (Supplemental Regulations) by Removing Section 50- 116(i)(8) “Temporary buildings shall be permitted for denominational schools and public school districts with the following conditions” and Adding a New Section 50-116(k) “Temporary buildings for schools”; Providing for Severability; Providing for a Penalty of an Amount Not to Exceed $2,000 for Each Day of Violation of Any Provision Hereof, Making Findings of Fact; and Providing for Other Related Matters, Vote was as follows: Councilman Ford Absent Councilman Stoll Aye Councilman Degges Aye Agenda Regular City Council Meeting May 4, 2020 Page 3 of 3 Councilman Townsend Aye Councilman Klein Quinn Aye Motion carried unanimously. 9.0 New Business: 9.1 Motion was made by Councilman Townsend, second by Councilman Stoll, to authorize the City Manager to Execute an Agreement with Youth Soccer Club of Montgomery County, Inc. (Dynamo Dash) for the Maintenance and Operation of the Soccer Fields located at Broussard Community Park. Motion carried unanimously. 9.2 Motion was made by Councilman Townsend, second by Councilman Stoll, to authorize City Staff to Enter into Negotiations with Centerpoint Energy for Fixed Pricing for Natural Gas Acquisitions for the City’s North and South Gates. Motion carried unanimously. 10. Motion was made by Councilman Townsend, second by Councilman Stoll, to adjourn. Motion carried unanimously.
