MINUTES OF REGULAR CITY COUNCIL MEETING CITY OF TOMBALL, TEXAS MONDAY, AUGUST 17, 2020 6:00 P.M. The City Council of the City of Tomball, Texas, conducted the meeting scheduled for August 3, 2020, at 6:03 p.m., at 401 Market Street, Tomball, Texas, 77375, via video/telephone conference (Zoom). 1.0 Mayor Fagan called the meeting to order at 6:00 p.m., having established a quorum. Mayor Fagan read a statement regarding the process for the conduct of the meeting via Zoom and telephone. Members present (in person): Councilman Ford Councilman Stoll Councilman Degges Councilman Klein Quinn Members present (via video): Councilman Townsend Others present: City Manager – Robert Hauck (in person) Assistant City Manager – David Esquivel (in person) City Secretary – Doris Speer (in person) City Attorney – Loren B. Smith (in person) Legal Secretary-Olson & Olson – Layla Walker (via video) Fire Chief – Randy Parr (via video) Police Chief – Jeff Bert (in person) Marketing Director – Mike Baxter (via video) Finance Director – Glenn Windsor (in person) Director of Public Works – Beth Jones (in person) Director of Community Development – Craig Meyers (in person) Police Officer-Investigations – Cleo Thomas (in person) Pastor Scott Zyblot – Silver Spring Baptist Church (via video) 2.0 The invocation was led by Pastor Kevin Bowles – Redeemer Church. 3.0 Pledges to U. S. and Texas Flags were led by Chief Randy Parr. 4.0 No public comments were received. Minutes Regular City Council Meeting August 17, 2020 Page 2 of 4 5.0 Reports and Announcements: • Tomball City Pool – 2020 Swim Season - Jerry Matheson Park Pool will be open on Saturday and Sunday only on the weekends of August 22-23 and August 29-30. The pool will be closed every Monday during swim season 2020, except Labor Day (September 7). Normal pool hours are: Labor Day: 10 a.m.-6 p.m. and Saturday & Sunday: 12 p.m.-8 p.m. • Reports by City staff and members of council about items of community interest on which no action will be taken: ᵒ Luisa Taylor – Quarterly Investment Report for Period Ending June 30, 2020. The Public Funds Investment Act requires that a report of the City's Investments be presented to Council on a quarterly basis. The investment report includes a listing of all investments together with information relating to diversification, cost vs. market values at the end of the quarter, yield information, and weighted average maturities. On June 30, 2020, the City had total cash and cash equivalents in the amount of $65,617,945. 6.0 Motion was made by Councilman Stoll, second by Councilman Ford, to approve the Minutes of the August 3, 2020 Regular Tomball City Council Meeting. Motion carried unanimously. 7.0 New Business Consent Agenda: 7.1 Appoint/Reappoint Members to the Tomball Regional Health Foundation Board of Directors for Terms Expiring September 1, 2020 7.2 Approve Interlocal Agreement between the City of Tomball and Tomball Independent School District (TISD), Affording the Tomball Police Department the Ability to Assign Five (5) Student Resource Officers (SROs) to TISD Campuses 7.3 Approve Interlocal Agreement between the City of Tomball and Tomball Independent School District, Affording the Tomball Police Department the Ability to Provide Police Services on a Contractual Basis for Specialized Events Occurring Before, During and After Normal Campus Hours Motion was made by Councilman Stoll, second by Councilman Ford, to appoint and approve (Items 7.1, 7.2, and 7.3). Vote was as follows: Councilman Ford Aye Councilman Stoll Aye Councilman Degges Aye Councilman Townsend Aye Councilman Klein Quinn Aye Minutes Regular City Council Meeting August 17, 2020 Page 3 of 4 Motion carried unanimously. 8.0 New Business: 8.1 Conduct First Public Hearing for the Purpose of Adopting the City of Tomball’s Budget for Fiscal Year 2020-2021.  Mayor Fagan opened the Public Hearing of the City Council of the City of Tomball to adopt the City of Tomball’s budget at 6:13 p.m. Receiving no public comments, Mayor Fagan closed the Public Hearing at 6:13 pm. 8.2 Adopt, on First Reading, Ordinance No. 2020-23, an Ordinance of the City Council of the City of Tomball, Texas, Adopting the Budget for the City of Tomball, Texas, for Fiscal Year 2020-2021; and Authorizing the City Manager to Approve Intra-Departmental (Within the Same Department Only) Transfers of Budgeted Funds; and Amending the Budget for the 2019-2020 Fiscal Year in Accordance with Actual Expenditures; and Providing Other Details Relating to the Passage of This Ordinance.  Motion was made by Councilman Stoll, second by Councilman Klein Quinn, to read Ordinance No. 2020-23 by caption only on First Reading. Motion carried unanimously.  Motion was made by Councilman Townsend, second by Councilman Stoll, to adopt Ordinance No. 2020-11 on First Reading. Vote was as follows: Councilman Townsend Aye Councilman Klein Quinn Aye Councilman Ford Aye Councilman Stoll Aye Councilman Degges Aye Motion carried unanimously. 8.3 David Esquivel presented an update regarding the City of Tomball Strategic Plan – no action taken. No action required. 8.4 Motion was made by Councilman Ford, second by Councilman Townsend, to approve the Proposed Tax Rate of $0.337862/$100 for 2020 and Set the Public Hearing Date on the Proposed Tax Rate for 2020 for September 8, 2020. Minutes Regular City Council Meeting August 17, 2020 Page 4 of 4 Motion carried unanimously. 8.5 Motion was made by Councilman Ford, second by Councilman Townsend Approve and Announce that the Dates for the Vote on the 2020 Tax Rate will be held at a Regular City Council Meeting on September 8, 2020 at 6:00 p.m. and at a Special City Council Meeting on September 14, 2020 at 5:30 p.m. Motion carried unamiously. 9.0 Motion was made by Councilman Townsend, second by Councilman Klein Quinn, to adjourn.
