MINUTES OF SPECIAL CITY COUNCIL MEETING
CITY OF TOMBALL, TEXAS
TUESDAY, JULY 27, 2010
4:00 P.M.
1.0 Call to Order
The meeting was called to order by Mayor Fagan. Other members present were:
Councilman Quinn
Councilman Stoll
Councilman Brown
Councilman Townsend
Others present:
City Manager – George Shackelford
City Secretary – Doris Speer
Chief of Police – Robert Hauck
Fire Chief – Randy Parr
Director of Human Resources – Lisa Coe
Assistant to City Manager – Shawn Cox
Finance Director – Glenn Windsor
Director of Public Works – David Kauffman
Director of Engineering and Planning – Mark McClure
Assistant Engineer – Lori Lokatos
City Planner – Kelly Violette
2.0 The following public comments were received:
Jim McKinney - Expressed his willingness to assist organizations
1306 Dove Trails, 77375 who wish to submit grant applications for HOT funds.
3.0 Workshop Session:
3.1 The City Council entered into a workshop session to discuss the Fiscal Year
2010-2011 Budget.
Glenn Windsor presented updated information regarding changes made following the July
26, 2010 meeting.

Mayor Fagan called a recess at 5:05 p.m.; Council reconvened at 5:35 p.m.
George Shackelford, Lisa Coe, and Glenn Windsor presented information regarding effects
of 1, 2, or 3 percent raises. Consensus of Council was unanimous to include a 3 percent
raise in the FY 2010-2011 budget.
Mark McClure presented an overview of the proposed Capital Improvement (CIP) Budget
for FY 2011-2015, providing information regarding the status of current projects and
proposed projects, as well as the proposed prioritization of proposed projects. Discussion
was held regarding funding of the proposed CIP projects.
Mayor Fagan called a break at 7:30 p.m.; Council reconvened into public session at 7:35 p.m.
Consideration and consensus approval was given to various supplemental requests in the
General, Enterprise, and Special Funds.
4.0 Motion was made by Councilman Quinn, second by Councilman Townsend, to adjourn.
Motion carried unanimously.
Meeting adjourned.

Notice is hereby given of a Special meeting of the Tomball City Council, to be held on Tuesday,
July 27, 2010 at 4:00 p.m., City Hall, 401 Market Street, Tomball, Texas 77375, for the purpose of
considering the following agenda items. All agenda items are subject to action. The Tomball City
Council reserves the right to meet in a closed session for consultation with attorney on any agenda
item should the need arise and if applicable pursuant to authorization by Title 5, Chapter 551, of
the Texas Government Code.
1.0 Call to Order
2.0 Public Comments and Receipt of Petitions (At this time, anyone will be allowed to speak on any
matter other than personnel matters or matters under litigation, for length of time not to exceed
three minutes. No Council/Board discussion or action may take place on a matter until such
matter has been placed on an agenda and posted in accordance with law.)
3.0 Workshop Session:
3.1 The Tomball City Council will enter into a Workshop session to discuss the Fiscal
Year 2010-2011 Budget.
4.0 Adjournment
