MINUTES OF SPECIAL CITY COUNCIL MEETING
CITY OF TOMBALL, TEXAS
MONDAY, JUNE 6, 2011
5:00 P.M.
1.0 Call to Order
The Council meeting was called to order by Mayor Gretchen Fagan. Other members present
were:
Councilman Hudgens
Councilman Stoll
Councilman Brown
Councilman Townsend
Councilman Dodson
Others present:
City Manager – George Shackelford
Assistant City Manager – Christal Weber
City Secretary – Doris Speer
City Attorney – Loren B. Smith
Director of Public Works – David Kauffman
Assistant to City Manager – Shawn Cox
Assistant City Engineer – Lori Lakatos
Building Official – David Allen
2.0 The following public comments were received:
Rodney Hutson, M.D. - Spoke in support of revisions to Chapter 70; offered
9431 Rosie Lane, 77354 suggestions for revisions.
3.0 New Business:
3.1 Council entered into a Workshop Session to discuss possible revisions to Chapter 70,
Plats and the Subdivision of Land.
Loren Smith and Lori Lakatos provided information regarding exceptions to current
platting requirements that will enable property owners to join small lots without incurring

the costs of replatting. Consensus of Council was:
1. to expand the minor plat process to both residential and commercial properties in
the city containing small lots;
2. to use the 1912 city map;
3. that the ordinance will not apply to vacant lots, only lots containing structures;
4. that damage to 60% or more of the square footage of the existing structure will
require the property owner to replat;
5. that expansion of or additions to the existing structure will require the property
owner to replat; and
6. to include a dis-joinder process, as long as it does not create a substandard lot.
City staff will return with proposed ordinance for Council consideration at a future Council
meeting.
9.0 Motion was made by Councilman Dodson, second by Councilman Townsend, to adjourn.
Motion carried unanimously.
Meeting adjourned.

Notice is hereby given of a Special meeting of the Tomball City Council, to be held on Monday,
June 6, 2011 at 6:00 p.m., City Hall, 401 Market Street, Tomball, Texas 77375, for the purpose of
considering the following agenda items. All agenda items are subject to action. The Tomball City
Council reserves the right to meet in a closed session for consultation with attorney on any agenda
item should the need arise and if applicable pursuant to authorization by Title 5, Chapter 551, of
the Texas Government Code.
1.0 Call to Order
2.0 Public Comments and Receipt of Petitions (At this time, anyone will be allowed to speak on any
matter other than personnel matters or matters under litigation, for length of time not to exceed
three minutes. No Commission discussion or action may take place on a matter until such matter
has been placed on an agenda and posted in accordance with law.)
