MINUTES OF SPECIAL CITY COUNCIL MEETING CITY OF TOMBALL, TEXAS MONDAY, SEPTEMBER 24, 2012 5:00 P.M. 1.0 Call to Order The Council meeting was called to order at 6:00 p.m. by Mayor Gretchen Fagan. Other members present were: Councilman Stoll Councilman Brown Councilman Dodson Excused Absence: Councilman Townsend Councilman Hudgens Others present: City Manager – George Shackelford Assistant City Manager – Christal Weber City Secretary – Doris Speer City Attorney – Loren Smith Director of Public Works – David Kauffman Fire Chief – Randy Parr Finance Director – Glenn Windsor City Planner – Rebeca Guerra Assistant City Engineer – Lori Lakatos Community Events Coordinator – Rosalie Dillon 2.0 Public Comments and Receipt of Petitions: Derek Townsend - Requested that his opposition to the new business items Councilman that were included on the special meeting agenda be (Email) read into the minutes.  Minutes Special City Council Meeting September 24, 2012 Page 2 of 3 3.0 Reports and Announcements: ● September 29, 2012 – Bugs, Brew & Barbecue, VW Show and MusicFest – 9:00 a.m.-6:00 p.m. ● October 1, 2012 at 6 p.m. – Vote on Proposed Tax Rate ● October 8, 2012 at 5 p.m. – Vote on Proposed Tax Rate ● October 27, 2012 – Tomball Bluegrass Festival – 11:30 a.m.-6:00 p.m. ● Walk Tomball! – Every Saturday at 8:00 a.m. at the Depot ● Reports by City staff and members of council about items of community interest on which no action will be taken 4.0 Old Business: 4.1 Mayor Fagan called the second Public Hearing on the Proposed 2012 Tax Rate to order at 5:02 p.m.; receiving no public comments, Mayor Fagan closed the second Public Hearing at 5:02 p.m. and announced that the Vote on the Proposed 2012 Tax Rate will be held on October 1, 2012 at 6:00 p.m. and October 8, 2012 at 5:00 p.m. 5.0 New Business: 5.1 Motion was made by Councilman Dodson, second by Councilman Stoll, to award the Contract for Project No. 2012-10, North Wastewater Treatment Plant Digesters No. 1 and No. 2 Modifications, to N&S Construction Company, in the Amount of $114,500.00. Motion carried unanimously. 5.2 Motion was made by Councilman Stoll, second by Councilman Brown, to award the Contract for Project No. 2012-11, Demolition and Asbestos Abatement for City-owned Buildings (221 W. Main and 105 S. Cherry), to Inland Environments, Ltd. in the Amount of $83,919.00, and Authorize Renovation of One-Story Masonry Building for Use by City. Motion carried unanimously. 5.3 Motion was made by Councilman Dodson, second by Councilman Stoll, to award the Contract for Project No. 2012-13, Construction of Pine Street Water Plant Generator Addition, to C.F. McDonald Electric, Inc. in the Amount of $296,969.00 Motion carried unanimously.  Minutes Special City Council Meeting September 24, 2012 Page 3 of 3 6.0 Motion was made by Councilman Dodson, second by Councilman Stoll, to adjourn.
