MINUTES OF SPECIAL CITY COUNCIL MEETING CITY OF TOMBALL, TEXAS THURSDAY, MARCH 3, 2016 9:00 A.M. 1.0 Call to Order The Council meeting was called to order by Mayor Fagan.
