MINUTES OF SPECIAL CITY COUNCIL MEETING
CITY OF TOMBALL, TEXAS
MONDAY, SEPTEMBER 26, 2016
5:00 P.M.
1.0 Call to Order
The Council meeting was called to order at 5:00 p.m. by Mayor Fagan. Other members
present:
Councilman Stoll
Councilman Degges
Councilman Townsend (late arrival)
Councilman Klein Quinn
Members absent:
Councilman Hudgens - Excused
Others present:
City Manager – George Shackelford
City Secretary – Doris Speer
Finance Director – Glenn Windsor
Director of Community Development – Craig Meyers
CSO Administrative Assistant – Tracy Garcia
2.0 The following Public Comment was received:
Bennie Higgs - Expressed his dissatisfaction with the
418 W. Main, 77375 removal of parallel parking on FM 2920.
His business is down 20%; on Tomball
Night, the parade was terrible and he had
only three people in his shop. On a positive
note, the sidewalks have been repaired.

3.0 New Business:
3.1 Mayor Fagan called the First Public Hearing regarding 2016 Tax Year Proposed
Property Tax Rate for the City of Tomball, Texas to order at 5:08 p.m.
Receiving no public comments, Mayor Fagan closed the Public Hearing at 5:08 p.m.
3.2 Mayor Fagan corrected the announcement on September 19, 2016 and announced
that voting on the Proposed 2016 Tax Rate will be held at the Special Council
Meeting on October 10, 2016 at 5:00 p.m. and at a Regular Council Meeting on
October 17, 2016 at 6:00 p.m.
4.0 Motion was made by Councilman Stoll, second by Councilman Klein Quinn, to adjourn.
Motion carried unanimously.
Meeting adjourned.

Notice is hereby given of a Special meeting of the Tomball City Council, to be held on
Monday, September 26, 2016 at 5:00 p.m., City Hall, 401 Market Street, Tomball, Texas
77375, for the purpose of considering the following agenda items. All agenda items are
subject to action. The Tomball City Council reserves the right to meet in a closed session
for consultation with attorney on any agenda item s hould the need arise and if applicable
pursuant to authorization by Title 5, Chapter 551, of the Texas Government Code.
1.0 Call to Order
2.0 Public Comments and Receipt of Petitions: [At this time, anyone will be allowed to speak
on any matter other than personnel matters or matters under litigation, for length of time
not to exceed three minutes. No Council/Board discussion or action may take place on a
matter until such matter has been placed on an agenda and posted in accordance with
law - GC, 551.042.]
3.0 New Business:
3.1 Conduct First Public Hearing regarding 2016 Tax Year Proposed Property Tax Rate
for the City of Tomball, Texas
3.2 Announce that Voting on the Proposed 2016 Tax Rate will be held at a Regular
Council Meeting on October 10, 2016 at 5:00 p.m. and at a Special Council
Meeting on October 17, 2016 at 6:00 p.m.
4.0 Adjournment
