Monday, October 4, 2021
6:00 PM
The City Council of the City of Tomball, Texas, conducted the meeting scheduled for October 4, 2021,
6:00 PM, at 401 Market Street, Tomball, Texas 77375, via video/telephone conference.
A. Mayor Fagan called the meeting of the Tomball City Council to order at 6:00 p.m.

1. Motion made by Council 4 Townsend, Sr., Seconded by Council 2 Stoll, to
approve the Minutes of the September 20, 2021 Regular Tomball City Council
Meeting and the September 27, 2021 Special Tomball City Council Meeting.

1. Motion made by Council 1 Ford, Seconded by Council 2 Stoll, to nominate Susan
Harris for the Unexpired Term on the Planning and Zoning Commission, Expiring
June 1, 2023.
Voting Yea: Council 1 Ford, Council 2 Stoll, Council 3 Degges, Council 4
Townsend, Sr., Council 5 Klein Quinn
Motion carried unanimously.
Motion made by Council 1 Ford, Seconded by Council 2 Stoll, to appoint Susan
Harris to the Unexpired Term on the Planning and Zoning Commission, Expiring
June 1, 2023.

2. Motion made by Council 4 Townsend, Sr., Seconded by Council 2 Stoll, to
appoint Caitlin McNeilly to the Vacant Extra-Territorial Position on the Capital
Improvements Plan Advisory Commission.

Townsend, Sr., Council 5 Klein Quinn
Motion carried unanimously.
3. Motion made by Council 4 Townsend, Sr., Seconded by Council 1 Ford, to
appoint Ellen Warren as an Alternate Member in an Unexpired Term on the
Board of Adjustments for Term Expiring March 2, 2022.
Voting Yea: Council 1 Ford, Council 2 Stoll, Council 3 Degges, Council 4
Townsend, Sr., Council 5 Klein Quinn
Motion carried unanimously.
4. Motion made by Council 2 Stoll, Seconded by Council 4 Townsend, Sr., to
approve Resolution No. 2021-36, a Resolution of the City Council of the City of
Tomball, Texas, Supporting the 56th Annual Tomball Holiday Parade, to be held

in Tomball on Saturday, November 20, 2021, and to Approve Requested Street
Closures and In-Kind Services.

Motion carried unanimously.
5. Motion made by Council 4 Townsend, Sr., Seconded by Council 5 Klein Quinn,
to approve the purchase of Ten (10) replacement vehicles for Police, Fire and
Public Works through the State BuyBoard Cooperative Contract, from Caldwell
Country in the amount of $377,195.00.
Motion to AMEND made by Council 4 Townsend, Sr. to incorporate the
outfitting costs and approve the purchase of Ten (10) replacement vehicles for
Police, Fire and Public Works through the State BuyBoard Cooperative Contract,
from Caldwell Country in the amount of $493,281.28.
Voting Yea: Council 1 Ford, Council 2 Stoll, Council 3 Degges, Council 4
Townsend, Sr., Council 5 Klein Quinn
Motion to AMEND carried unanimously.

6. Motion made by Council 4 Townsend, Sr., Seconded by Council 2 Stoll, to
approve request to hire three additional police officers and add one police car to
the patrol fleet, to provide uniformed patrol deployment consistent with Texas
Police Chiefs Association recommended staffing model.

Motion carried unanimously.
7. Motion made by Council 4 Townsend, Sr., Seconded by Council 1 Ford, to
approve purchase of AXON body worn and digital in-car Cameras as indicated in
Quote Q-331466-44438.819DW in the amount of $416,812.75

8. Executive Session: The City Council recessed at 7:24 p.m. to meet in Executive
Session as Authorized by Title 5, Chapter 551, Government Code, the Texas
Open Meetings Act, for the Following Purpose(s):
ᵒ Sec. 551.071 – Consultation with the City Attorney regarding a matter
which the Attorney’s duty requires to be discussed in closed session.
Upon reconvening into session at 7:43 p.m., no action was taken.
