MINUTES OF SPECIAL CITY COUNCIL MEETING - WORKSHOP CITY OF TOMBALL, TEXAS Monday, July 21, 2025 4:00 P.M. The City Council of the City of Tomball, Texas, conducted the meeting scheduled for July 21, 2025, at 4:00 P.M., at 401 Market Street, Tomball, Texas 77375. A. Mayor L. Public Comments and Receipt of Petitions; [At this time, anyone will be allowed to speak on any matter other than personnel matters or matters under litigation, for length of time not to exceed three minutes. No Council/Board discussion or action may take place on a matter until such matter has been placed on an agenda and posted in accordance with law - GC, 551.042.] No public comments received. C. General Discussion 1. The Tomball City Council and city staff will enter into a workshop session to discuss the Proposed Fiscal Year 2025-2026 Budget. City Manager David Esquivel presented the proposed Fiscal Year 2025-2026 Budget. (Exhibit A) 2. Tomball Economic Development Corporation activity update. Kelly Violette, Executive Director of the Tomball Economic Development Corporation presented activities of the Tomball Economic Development Corporation. (Exhibit B) D. Proposed Future Agenda Items (To be discussed in order or at Councils discretion, time permitting) 1. No Discussion was held by Council – Adopt, on First and Only Reading, Ordinance No. 2025-29, an Ordinance Approving and Authorizing the Issuance and Sale of the City of Tomball Special Assessment Revenue Bonds, (Wood Leaf Reserve Public Improvement District Improvement Area #3); Approving and Authorizing an Indenture of Trust and First other Agreements and Documents in Connection Therewith; Making Findings with to the Issuance of Such Bonds; and Providing an Effective Date. 2. No Discussion was held by Council – Approve a professional services agreement with Teague Nall and Perkins, Inc. for engineering services related to the U.S. Department of Housing and Urban Development – Community Project Fund (CPF) grant related to the Carrell & Lovett Storm Sewer Improvements for an amount to be determined, approve the expenditure of funds therefor, and authorize the City Manager to execute any and all documents related to the services. These expenditures are to be paid from grant funds received from the U.S. Department of Housing and Urban Development – Community Project Fund. 3. No Discussion was held by Council – Approve a professional services agreement with AIG Technical Services, LLC for engineering services related to the U.S. Minutes Special City Council Meeting - Workshop July 21, 2025 Page 3 of 3 Department of Housing and Urban Development – Community Project Fund (CPF) grant related to the N. Cherry Street Storm Sewer Improvements for an amount to be determined, approve the expenditure of funds therefor, and authorize the City Manager to execute any and all documents related to the services. These expenditures are to be paid from grant funds received from the U.S. Department of Housing and Urban Development – Community Project Fund. 4. No Discussion was held by Council – Approve a professional services agreement with Gradient Group for engineering services related to the U.S. Department of Housing and Urban Development – Community Project Fund (CPF) grant related to the S. Persimmon and Timkin Street Improvements for an amount to be determined, approve the expenditure of funds therefor, and authorize the City Manager to execute any and all documents related to the services. These expenditures are to be paid from grant funds received from the U.S. Department of Housing and Urban Development – Community Project Fund. 5. No Discussion was held by Council – Approve an agreement with Hayden Paving, Inc. to complete asphalt repairs throughout Sherwood Forest and along Agg Road, through a BuyBoard Contract (Contract No. 700-23) for a not-to-exceed amount of $74,800.23, approve the expenditure of funds therefor, and authorize the City Manager to execute any and all documents related to the purchase. This expenditure is included in the Fiscal Year 2024-2025 budget. E. Mayor Lori Klein Quinn adjourned the meeting at 5:44 P.M. PASSED AND APPROVED this 4th day of August 2025.
