MINUTES OF SPECIAL CITY COUNCIL MEETING - WORKSHOP
CITY OF TOMBALL, TEXAS
Monday, August 18, 2025
4:00 P.M.
The City Council of the City of Tomball, Texas, conducted the meeting scheduled for August 18, 2025,
4:00 P.M., at 401 Market Street, Tomball, Texas 77375.
A. Mayor L. Klein Quinn called the meeting to order at 4:01 P.M.

No comments were received.
C. General Discussion
1. Presentation of design concepts from Westwood regarding Tomball Gateway and
Wayfinding Signs.
Patrick Owens, Westwood Consultants provided design concepts for the Tomball
Gateway and Wayfinding Signs. (Exhibit A)
2. Finance Director Bragg Farmer presented the Quarterly Financial Report for
period ending June 30, 2025.
3. Finance Director Bragg Farmer presented the Quarterly Investment Report for the
period ending June 30, 2025. The Public Funds Investment Act requires that a
report on the City’s cash and investments be presented to the City Council on a
quarterly basis.
4. Fire Chief Joe Sykora presented Item C.4. for discussion only- A contract with the
Siddons Martin Emergency Group for the purchase of a Pierce Custom Velocity
100’ Mid-Mount Aerial Ladder Truck through the Houston-Galveston Area
Council Contract # FS12-13, for a not-to-exceed amount of $2,684,698.00,
authorize the expenditure of funds therefor, and authorize the City Manager to
execute any and all documents related to the expenditure. This amount will not be
expended until the completion of the apparatus which is projected in September of
2029, within fiscal year 2029.
D. Proposed Future Agenda Items (To be discussed in order or at Councils discretion, time
permitting)
1. Project Manager Meagan Mageo presented Item D.1. for discussion only – Adopt,
on First Reading, Ordinance No. 2025-36, an Ordinance of the City of Tomball,
Texas Authorizing and Approving the Calendar Year 2025 Annual Service and
Assessment Plan (SAP) Update for the Wood Leaf Reserve Public Improvement
District Number 11 (PID 11).
2. Executive Session: The City Council will meet in Executive Session as Authorized
by Title 5, Chapter 551, Government Code, the Texas Open Meetings Act, for the
