MINUTES OF TIRZ BOARD MEETING CITY OF TOMBALL, TEXAS Monday, November 20, 2023 5:00 PM A. Chair Parr called the meeting to order at 5:00 p.m. PRESENT Chair Randy Parr Director John Ford Director Mark Stoll Director Dane Dunagin Director Derek Townsend, Sr. OTHERS PRESENT City Manager - David Esquivel City Attorney - Loren Smith (via Zoom) Assistant City Manager - Jessica Rogers Assistant City Secretary - Sasha Luna Records Specialist - Fae Morris Public Works Director - Drew Huffman Project Manager - Meagan Mageo Police Captain - Brandon Patin Police Lieutenant - Chris Burns Director of Community Development - Craig Meyers Director of Marketing & Tourism - Chrislord Templonuevo IT Support Tech - Sam Walton B. Public Comments and Receipt of Petitions; [At this time, anyone will be allowed to speak on any matter other than personnel matters or matters under litigation, for length of time not to exceed three minutes. No Council/Board discussion or action may take place on a matter until such matter has been placed on an agenda and posted in accordance with law - GC, 551.042.] No public comments were received. C. New Business 1. Consider appointment of a vice chair for the Tomball Tax Increment Reinvestment Zone No. 3. Minutes TIRZ Board Meeting November 20, 2023 Page 2 of 3 Motion made by Director Townsend, Sr., Seconded by Director Ford, to appoint Director Dunagin as Vice Chair. Voting Yea: Director Ford, Director Stoll, Director Townsend, Sr., Chair Parr Voting Abstaining: Director Dunagin Motion carried 4 votes yea, 1 abstention. 2. Draw lots to determine original terms for Tomball Tax Increment Reinvestment Zone No. 3 Board of Directors. Terms Expiring December 31, 2024: Director Dunagin and Chair Parr Terms Expiring December 31, 2025: Director Ford, Director Stoll, and Director Townsend, Sr. 3. Consider approval of the bylaws for the Tomball Tax Increment Reinvestment Zone No. 3. Motion made by Director Townsend, Sr., Seconded by Director Stoll. Voting Yea: Director Ford, Director Stoll, Director Dunagin, Director Townsend, Sr., Chair Parr Motion carried unanimously. 4. Consider approval of the final Project and Finance Plan for the Tomball Tax Increment Reinvestment Zone No. 3. Motion made by Director Townsend, Sr., Seconded by Director Stoll. Voting Yea: Director Ford, Director Stoll, Director Dunagin, Director Townsend, Sr., Chair Parr Motion carried unanimously. D.
