MINUTES TOWN COUNCIL MEETING January 14, 2019 The Town Council meeting was called to order by Ron Troyer at 4:00 p.m. January 14, 2019 with the following persons present: Ron Troyer Ray Folk Carl Stoltz Jeff Carlisle Naomi Miller Stewart Bender Bill Eberhard Rick Pharis, Triad Adam Lambright Harold Gingerich Stan Strater Mark Yoder Brad Hooley Abdulwali Alyahiri Cory Morris Tracey Persing Tamara Ackerman Officer Election for 2019: Ron Troyer as President, Ray Folk as Vice President and maintaining the time of 4pm for Town Council Meetings. Minutes Ray moved that the minutes for the last council meeting be approved. Carl seconded the motion and it carried unanimously. Clerk-Treasurer The board approved the claims as read. Ray made the motion, Carl seconded the motion and it carried unanimously. A discussion was had on meetings for 2019 that fall during holidays. A calendar will be created and shared with council. Town Manager Brad with Foremost and Mark Yoder requested a rezoning recommendation from the board for property West of Mark's home. Foremost would like to purchase the property to use as RV storage. Carl made a positive recommendation and it died. Ray made a motion to table the conversation for further thought. Jeff seconded the motion and it carried unanimously. Stewart updated the council on a letter Bill sent out to residence West of town that are not connected to the sanitary sewer system. A letter from IDEM was received and shared with the council recommending continued use of fluoride in our water system. A Professional Service Agreement with Triad for 2019 was presented to the council. Jeff made a motion to accept it, Ray seconded the motion and it carried unanimously. A proposed layout of the new sewer plant was shared with the council and updates given. A recommendation from Stewart was made to rent the property purchased last year to a farmer to harvest for the 2019 crops. Council agreed with the recommendation and asked Stewart and Bill will work on the paperwork and get the bids. Terry Bontrager contacted Stewart to see if the council is interested in purchasing the small piece of "road/ driveway" in the Hillcrest editions. The council declined. Police Department The council was emailed the October and November 2018 Activity Reports. Tracey Persing begins training on January 21 st . Naomi recommended to the board to allow her to reimburse Tracey for gas and food on a weekly basis. Ray made a motion to allow this payment until the academy is complete, Jeff seconded the motion and it carried unanimously. Other Harold Gingerich passed out the Milel 46 newsletter to council and shared a bit of history on Babcock Street and invited everyone to the Historical Society Meeting. Commissioners were discussed. Jeff made the recommendation, Ray for the Fire Department, Pete for the Police Department, and Carl for the Town employees, Ray seconded the motion and it carried unanimously. Next Meeting The next Town Council meeting will be held at Topeka Town Hall on January 28, 2019 at 4:00 p.m. There being no other business to be brought before the Board the meeting was adjourned at 4:48 pm.
