Approved by the Board of Public Safety MINUTES June 7, 2023 Vol. 7, Page 583 BOARD OF PUBLIC SAFETY Vote: Unanimous REGULAR MEETING CITY HALL AUDITORIUM / ZOOM May 3, 2023 A REGULAR MEETING of the Board of Public Safety was held on Wednesday, May 3, 2023. Attendance was in- person and by Zoom. Present at City Hall Auditorium were Mayor Elinor Carbone, Commissioners Molly Spino, Joseph McElroy, Doug Benedetto, Gregg Cogswell, Glenn McLeod, and Darlene Battle, Deputy Fire Chief David Tripp, Police Chief William Baldwin, Deputy Police Chief Bart Barown, Trinity Health EMS Manager Jeff Ganung, and Torringford VFD Commissioner Scott Mills. Joining via Zoom were Comptroller Robin Stanziale, and Drakeville Fire Chief Mike Whittaker. Mayor Carbone called the meeting to order at 6:53 p.m. PUBLIC COMMENT On a motion by Commissioner Benedetto, seconded by Commissioner Spino, the Board voted unanimously to open the meeting to the public. Sharon Waagner shared her thoughts with the Board on the EMS response to cardiac calls, wear, and tear on vehicles, and why the City has three Fire Marshalls, all issues that have recently been spoken about. MEETING MINUTES APPROVAL On a motion by Commissioner Benedetto, seconded by Commissioner Spino, the Board voted to accept the Regular Meeting Minutes from April 5, 2023. Commissioner Cogswell abstained. POLICE CHIEF’S REPORT: APPROVED On a motion by Commissioner Benedetto, seconded by Commissioner McElroy, the Board voted unanimously to accept Police Chief Baldwin’s report for March 2023. Commissioner Benedetto asked if there was any end in sight for the Police overtime, Chief Baldwin said with vacations coming up, and having open positions, not now. Commissioner McLeod asked if it was time to pull a new list of recruits to interview, Chief Baldwin said that they are working with the CPCA and pulling a new list, also talking with the Mayor to add some incentive to recruits. FIRE CHIEF’S REPORT: APPROVED On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to accept Fire Chief Borden’s report for March 2023. Commissioner McLeod questioned the distribution of the Fire Service Coordination Committee Agendas. EMS PROVIDER ACTIVITY REPORT: APPROVED On a motion by Commissioner McLeod, seconded by Commissioner Spino, the Board voted unanimously to accept the EMS provider activity report for March 2023. BUSINESS BY VOLUNTEER FIRE DEPARTMENTS On a motion by Commissioner Benedetto, seconded by Commissioner Cogswell, the Board voted unanimously to consider business by the Volunteer Fire Departments. Torringford VFD Commissioner Scott Mills shared that they are distributing flyers and have a new banner up at the Fire House for recruitment. Drakeville Fire Chief Mike Whittaker said that they have interviewed three new applicants. BUSINESS BY DEPARTMENT HEADS On a motion by Commissioner Benedetto, seconded by Commissioner McElroy, the Board voted unanimously to consider business by Department Heads. Police Chief Baldwin, Deputy Fire Chief Tripp, and EMS Manager Jeff Ganung gave the latest updates from their departments. BUSINESS BY THE MAYOR AND MEMBERS OF THE BOARD OF PUBLIC SAFETY On a motion by Commissioner Benedetto, seconded by Commissioner Cogswell, the Board voted unanimously to consider business by the Mayor and members of the Board of Public Safety. Commissioner Battle asked when the EMS/Fire Department presentation was going to be, Mayor Carbone said it was set for May 8th along with an extension on the EMS contract. Commissioner McLeod wanted to know if the Police and Fire Subcommittees have changed, as they are supposed to change every two years. Commissioner Benedetto asked Mr. Ganung why the EMS report for March says three Fire Department assists when the Fire Department says nine assists. Mr. Ganung said that when EMS calls for Fire Department assistance is usually for a locked door. Commissioner Benedetto also asked if the seven calls that were passed that month were passed to the Fire Department, Mr. Ganung told him that it was to a mutual aid ambulance. Deputy Chief Tripp said that the Fire Department only responds to about 20% of Trinity’s EMS calls, and those calls are distressed calls, where they can help provide care. Commissioner McElroy congratulated Lieutenant Cosgrove and SRO Cooper on their retirements. He went on to say that he liked the flyers for recruitment from Torringford Volunteer Fire Department. SECTION B On a motion by Commissioner Cogswell, seconded by Commissioner Benedetto, the Board voted unanimously to add Section B to the Agenda. MINUTES Vol. 7, Page 584 BOARD OF PUBLIC SAFETY REGULAR MEETING CITY HALL AUDITORIUM / ZOOM May 3, 2023 EXECUTIVE SESSION On a motion by Commissioner McLeod, seconded by Commissioner Benedetto, the Board voted unanimously to enter into an executive session pursuant to C.G.S. §1-200(6)(a) regarding personnel promotions at 7:24 p.m. They were joined by Police Chief William Baldwin and Deputy Police Chief Bart Barown. OPEN SESSION On a motion by Commissioner McElroy, seconded by Commissioner Spino, the Board voted unanimously to enter Open Session at 8:17 p.m. ADJOURNMENT On a motion by Commissioner Battle, seconded by Commissioner Cogswell, the Board voted unanimously to adjourn at 8:17 p.m. Respectfully submitted by ATTEST: Heather Abraham, Asst.
