Approved by the Board of Public Safety MINUTES October 4, 2023 Vol. 7, Page 594 BOARD OF PUBLIC SAFETY Vote: Unanimous REGULAR MEETING CITY HALL AUDITORIUM / ZOOM September 6, 2023 A REGULAR MEETING of the Board of Public Safety was held on Wednesday, September 6, 2023. Attendance was in person. Present at City Hall Auditorium were Mayor Elinor Carbone, Commissioners Molly Spino, Joe McElroy, Doug Benedetto, Gregg Cogswell, Glenn McLeod, and Darlene Battle, Fire Chief Eric Borden, Deputy Fire Chief Davi Tripp, Police Chief William Baldwin, Deputy Police Chief Bart Barown, Trinity Health EMS Manager Jeff Ganung. No one joined via Zoom. Mayor Carbone called the meeting to order at 7:16 p.m. Mayor Carbone asked for a moment of silence for the passing of former Mayor Mary Jane Gryniuk and former Councilwoman Marie Soliani. PUBLIC COMMENT On a motion by Commissioner Benedetto, seconded by Commissioner Spino, the Board voted unanimously to open the meeting to the public. No one from the public wished to speak. MEETING MINUTES APPROVAL On a motion by Commissioner McLeod, seconded by Commissioner Benedetto, the Board voted to accept the Special Meeting Minutes from July 31, 2023. Commissioner Cogswell abstained. On a motion by Commissioner Benedetto, seconded by Commissioner Spino, the Board voted to accept the Regular Meeting Minutes from August 2, 2023. Commissioner Cogswell abstained. EMS PLAN PRESENTATION Fire Chief Borden presented the Local Emergency Medical Services Plan for the City of Torrington. Chief Borden explained the Local Emergency Medical Services Five-Year Plan for the City, and what it is composed of. Commissioner McLeod asked with the State consent to billing if the City can bill for services provided, Chief Borden explained that Trinity is the one who bills and that the Fire Department has an agreement with Trinity and Charlotte Hungerford Hospital to replace any durable goods that are used on calls, that way the cost to the Department is minimal. Commissioner McLeod also asked why in the steps of a 9-1-1 call is the Fire Department listed before Trinity, Chief Borden told him that this all happens in a matter of seconds, and LCD makes sure the appropriate resources are sent. Commissioner Cogswell asked if this plan had anything to do with the City’s PSA agreement, Chief Borden told him that this is an updated five-year plan to include the Fire Department responding to EMS Calls, this had nothing to do with the new agreement with Trinity. Mayor Carbone told the Board that this plan will be filed with the State. FORD EXPLORER – FIRE DEPARTMENT On a motion by Commissioner Spino, seconded by Commissioner Benedetto, the Board voted to authorize the Mayor to act on behalf of the City to award, execute, and administer the purchase of the 2023 Ford Explorer XLT, or equivalent to Litchfield Ford of Litchfield, CT in the amount of $44,285, having been previously approved by City Council. This purchase will be funded from the Vehicle Replacement Account and is further explained in the Purchasing Agent's letter dated August 30, 2023. Commissioner Cogswell abstained. Commissioner Benedetto questioned if the vehicles were the same from Litchfield Ford and MHQ because of the $6,000 price difference, Fleet Manager Emil Castro said that they were the same vehicles. POLICE CHIEF’S REPORT: APPROVED On a motion by Commissioner McLeod, seconded by Commissioner Spino, the Board voted unanimously to accept Police Chief Baldwin’s report for July 2023. FIRE CHIEF’S REPORT: APPROVED On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to accept Fire Chief Borden’s report for July 2023. EMS PROVIDER ACTIVITY REPORT: APPROVED On a motion by Commissioner Benedetto, seconded by Commissioner Spino, the Board voted unanimously to accept the EMS provider activity report for July 2023. BUSINESS BY VOLUNTEER FIRE DEPARTMENTS On a motion by Commissioner Benedetto, seconded by Commissioner Cogswell, the Board voted unanimously to consider business by the Volunteer Fire Departments. There were no Volunteer Fire Departments present. BUSINESS BY DEPARTMENT HEADS On a motion by Commissioner Benedetto, seconded by Commissioner Spino, the Board voted unanimously to consider business by Department Heads. Police Chief Baldwin, Fire Chief Borden, and EMS Manager Jeff Ganung gave the latest updates from their departments. MINUTES Vol. 7, Page 595 BOARD OF PUBLIC SAFETY REGULAR MEETING CITY HALL AUDITORIUM / ZOOM September 6, 2023 Chief Baldwin introduced Officer Curtin and the new K-9 Officer Drago, whom the Board of Public Safety had previously approved for purchase for the Police Department. BUSINESS BY THE MAYOR AND MEMBERS OF THE BOARD OF PUBLIC SAFETY On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to consider business by the Mayor and members of the Board of Public Safety. Commissioner Benedetto asked Chief Baldwin who to contact regarding the dirt in the road on Winsted Road, by the Quarry, Chief Baldwin told him that it would be the Department of Transportation as it’s a State Road. Mayor Carbone told the Board that before this meeting there was a formal execution of the ARMY PAYS MOU program and that she is very excited for this partnership.
