Approved by the Board of Public Safety MINUTES February 7, 2024 Vol. 7, Page 600 BOARD OF PUBLIC SAFETY Vote: Unanimous REGULAR MEETING CITY HALL AUDITORIUM / ZOOM December 6, 2023 A REGULAR MEETING of the Board of Public Safety was held on Wednesday, December 6, 2023. Attendance was in person and by Zoom. Present at the City Hall Auditorium were Mayor Elinor Carbone, Commissioners Tylar Young, Joe McElroy, Gregg Cogswell, Glenn McLeod, and Darlene Battle, Fire Chief Eric Borden, Police Chief William Baldwin, Deputy Police Chief Bart Barown, Trinity Health EMS Manager Jeff Ganung, and Torringford Volunteer Fire Department Commissioners Gary Delmonte and Scott Mills. Drakeville President Mike Whittaker joined via Zoom. Commissioner Doug Benedetto and Deputy Fire Chief David Tripp were absent. Mayor Carbone called the meeting to order at 6:32 p.m. beginning with the Pledge of Allegiance. PUBLIC COMMENT On a motion by Commissioner Cogswell, seconded by Commissioner McElroy, the Board voted unanimously to open the meeting to the public. Commissioner Battle arrived at 6:33 p.m. Dan Hartnett Friendly Hands Food Bank President, and Karen Thomas Friendly Hands Food Bank Executive Director honored the City Police and Fire Departments for their support. They also recognized Sargeant Baldis and Deputy Fire Chief Tripp for their support of Friendly Hands Food Bank. MEETING MINUTES APPROVAL On a motion by Commissioner McLeod, seconded by Commissioner McElroy, the Board voted to accept the Regular Meeting Minutes from October 4, 2023. Commissioner Young abstained. BOARD OF PUBLIC SAFETY - POLICY SUBCOMMITTEE On a motion by Commissioner McElroy, seconded by Commissioner McLeod, the Board voted unanimously to establish a Board of Public Safety Policy Subcommittee, with Commissioner McLeod, Commissioner McElroy, and Commissioner Cogswell. Mayor Carbone said this committee will establish a chair, and work with the Corporation Counsel, and the Chiefs and Deputy Chiefs to formulate policies to be presented to the entire board for action. Any suggested amendments or revisions of existing policies would be reviewed and recommendations advanced. This board will also conduct annual reviews of these policies. She reminded them that this Committee would have to publish agendas and minutes to be handed over to the City Clerk’s office for a permanent record. Commissioner McLeod asked how soon they expected this to be completed, Mayor Carbone told him January and bring it back for the February meeting for adoption. BODY ARMOR – POLICE DEPARTMENT On a motion by Commissioner Cogswell, seconded by Commissioner Battle, the Board voted unanimously to utilize the NASPO Master Agreement #164719 for the purchase of 47 Body Armor/Carriers, from Fairfield Uniform Company of Bridgeport, CT in the amount of $43,565, as further explained in Chief Baldwin’s letter dated October 30, 2023, having been previously approved by the City Council. This purchase will be funded from a $21,000 Training Grant and the remainder from the Police Capital Account under Body Armor. Commissioner McLeod asked why only 47 pieces of body armor, and Chief Baldwin told him that as they expire, they get replaced. POLICE CHIEF’S REPORT: APPROVED On a motion by Commissioner McElroy seconded by Commissioner McLeod, the Board voted unanimously to accept Police Chief Baldwin’s report for October 2023. FIRE CHIEF’S REPORT: APPROVED On a motion by Commissioner Cogswell, seconded by Commissioner McLeod, the Board voted unanimously to accept Fire Chief Borden’s report for October 2023. EMS PROVIDER ACTIVITY REPORT: APPROVED On a motion by Commissioner McElroy, seconded by Commissioner McLeod, the Board voted unanimously to accept the EMS provider activity report for October 2023. BUSINESS BY VOLUNTEER FIRE DEPARTMENTS On a motion by Commissioner Battle, seconded by Commissioner McElroy, the Board voted unanimously to consider business by the Volunteer Fire Departments. Torringford Volunteer Fire Department Commissioner Gary Delmonte said that they are still selling Christmas trees. Drakeville President Mike Whittaker shared the Department's training and ongoing efforts to recruit new volunteers. MINUTES Vol. 7, Page 601 BOARD OF PUBLIC SAFETY REGULAR MEETING CITY HALL AUDITORIUM / ZOOM December 6, 2023 BUSINESS BY DEPARTMENT HEADS On a motion by Commissioner McLeod, seconded by Commissioner Cogswell, the Board voted unanimously to consider business by Department Heads. Police Chief Baldwin, Fire Chief Borden, and EMS Manager Jeff Ganung gave the latest updates from their departments. BUSINESS BY THE MAYOR AND MEMBERS OF THE BOARD OF PUBLIC SAFETY On a motion by Commissioner McLeod, seconded by Commissioner Cogswell, the Board voted unanimously to consider business by the Mayor and members of the Board of Public Safety. Commissioner Battle congratulated the Police and Fire Departments for all their hard work in the community. She also wished everyone a Happy Holidays. Commissioner McLeod commended the Fire Department and EMS for being so responsive to the Community Soup Kitchen for an overdose, he was there and was amazed at how quickly everyone jumped to respond. Also wanted to wish everyone a Happy Holiday. Commissioner Cogswell wanted to offer condolences for the passing of Bob Thompson. Also wanted to wish everyone a Happy Holiday. Commissioner McElroy thanked Trinty, the Police and Fire Department, and all the Volunteers for everything they do for the City. Commissioner Young wished everyone a Happy Holiday. Mayor Carbone welcomed the newest Commissioner Young.
