BOARD OF PUBLIC SAFETY Vote: Unanimous
SPECIAL BUDGET MEETING
LOCATION: AUDITORIUM/ZOOM
May 14, 2024
A SPECIAL BUDGET MEETING of the Board of Public Safety was held on Tuesday, May 14, 2024. Attendance
was in-person and by Zoom. The meeting was attended in person by Mayor Elinor Carbone, Police Chief William
Baldwin, Police Deputy Chief Bart Barown, Fire Chief Eric Borden, Deputy Fire Chief David Tripp, City
Comptroller John Monks, Manager of Budgets Erika Johnson, and Board of Public Safety Commissioners Tylar
Young, Joe McElroy, Douglas Benedetto, and Gregg Cogswell. No one participated via Zoom. Commissioners
Glenn McLeod and Darlene Battle were absent.
Mayor Carbone called the meeting to order at 5:34 p.m. beginning with the Pledge of Allegiance.
BUDGET APPROVALS:
Public Safety Miscellaneous:
On a motion by Commissioner Benedetto, seconded by Commissioner Young, the Board voted unanimously to
advance the proposed Public Safety Miscellaneous budget, for $1,895,000, as presented to the City Council for
approval on May 20, 2024. Commissioner Cogswell said he was surprised to see the cost of the Fire Hydrant at
a zero increase. Chief Baldwin explained to the Board that they had to reduce $700,000 from various line items.
Most of that came from operating expenses, making it difficult to move forward and implement programs. See
image #1.
Fire Department:
On a motion by Commissioner Cogswell, seconded by Commissioner Young, the Board voted unanimously to
advance the proposed Fire Department budget, for $6,563,132, as presented to the City Council for approval on
May 20, 2024. Commissioner Benedetto asked about the cuts, Chief Borden said that $282,000 in cuts were
made from various line items. See image #2.
Volunteers:
On a motion by Commissioner Benedetto, seconded by Commissioner Young, the Board voted unanimously to
advance the proposed budget for the Volunteer Departments, for $107,024, as presented to the City Council for
approval on May 20, 2024. Chief Borden explained that the budget increased from last year since they put
$20,000 in Capital for Drakeville to purchase a new truck. See image #3.
Police Department:
On a motion by Commissioner Cogswell, seconded by Commissioner Young, the Board voted unanimously to
advance the proposed Police Department budget, for $10,857,451, to the City Council for approval on May 20,
2024. Commissioner Cogswell asked if there was more interest in the new contracts for the vacant positions,
Chief Baldwin said there is a lot of interest in the open positions. They also have 10 seats in the academy
reserved for this year. See image #4.
Animal Control:
On a motion by Commissioner Benedetto, seconded by Commissioner Young, the Board voted unanimously to
advance the proposed Animal Control budget, for $360,398, as presented to the City Council for approval on
May 20, 2024. See image #5.
Traffic Division:
On a motion by Commissioner Benedetto, seconded by Commissioner Young, the Board voted unanimously to
advance the proposed Traffic Division budget, for $576,919, as presented to the City Council for approval on
May 20, 2024. See image #6.
Emergency Management:
On a motion by Commissioner Benedetto, seconded by Commissioner Young, the Board voted unanimously to
advance the proposed Emergency Management budget, for $53,613, as presented to the City Council for
approval on May 20, 2024. Commissioner Cogswell asked if the City would be asked for more cuts to the Safety
Budget, Mayor Carbone said she is hoping for a no mil increase. The City needs to cut $4.8 million and the
Board of Education must cut roughly $8 million to achieve that. See image #7.
ADJOURNMENT
On a motion by Commissioner Benedetto, seconded by Commissioner Young, the Board voted unanimously to
adjourn at 5:53 p.m.
