BOARD OF PUBLIC SAFETY Vote: Unanimous
REGULAR MEETING
City Hall Auditorium / Zoom
October 2, 2024
A REGULAR MEETING of the Board of Public Safety was held on Wednesday, October 2, 2024. Attendance
was in person and by Zoom. Present at the City Hall Auditorium were Mayor Elinor Carbone, Commissioners
Doug Benedetto, Glenn McLeod, and Darlene Battle, Police Chief William Baldwin, Deputy Police Chief Bart
Barown, Deputy Fire Chief David Tripp, Trinity Health EMS Manager Jeff Ganung, Drakeville VFD Fire Chief
Tomasz Kalinowski. Commissioner Joe McElroy participated via Zoom. Commissioners Tylar Young, Gregg
Cogswell, and Fire Chief Eric Borden were absent.
Mayor Carbone called the meeting to order at 6:31 p.m. beginning with the Pledge of Allegiance.
Police Department Award Ceremony
Officer Robert Guida received the Exceptional Duty Award.
Officer Matthew Belonick received the Chief’s Citation.
Sargeant Dustin Baldis received the Chief’s Citation.
Officer Matthew Fifer received the Lifesaving Medal.
Officer Oscar Segui received the Lifesaving Medal.
Officer Daniel Stevens received the Lifesaving Medal.
Officer Alexander Hubbard received the Lifesaving Medal.
Officer Vincent Powell received the Lifesaving Medal.
Christine Dallavalle was presented with the Civilian Service Medal.
Public Comment
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted
unanimously to open the meeting to the public. No one from the public wished to speak.
Accept Minutes
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted to accept the
Regular Meeting Minutes from September 4, 2024.
Police Department Reports
On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously
to accept Police Chief Baldwin’s reports for August 2024.
Fire Department Reports
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted
unanimously to accept Fire Chief Borden’s reports for August 2024. Commissioner Benedetto asked why the
overtime went from $29,000 to $81,000, Deputy Chief Tripp said they are FEMA Training classes, that have
been budgeted for. FEMA will be reimbursing 90% of the cost. Commissioner McLeod asked when the
estimated arrival of the new firetruck in 2025, Deputy Chief Tripp said it is estimated April 2025, the
company said they were 4-6 months behind.
EMS Provider Reports
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted
unanimously to accept the EMS Provider Activity reports for August 2024. Commissioner McLeod asked if
Harwinton and Litchfield ambulance wouldn’t come to Torrington for mutual aid, Mr. Ganung said that was
true.
Tabled: Business by the Policy Subcommittee
On a motion by Commissioner McLeod, seconded by Commissioner McElroy, the Board voted unanimously to
table business by the Board of Safety Policy Subcommittee.
Business by Volunteer Fire Departments
On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously
to consider business by the Volunteer Fire Departments. Chief Kalinowski said that Drakeville have
maintained a 100% response rate for calls they are dispatched to. He said they are working on upgrading
their technology. Also, they had their Firefighters Ball at the Elks in Torrington to celebrate 75 years of
service to the community.
Business by Department Heads
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted
unanimously to consider business by Department Heads. Police Chief Baldwin, Deputy Fire Chief Tripp, and
EMS Manager Jeff Ganung gave the latest updates from their departments.

Business by Mayor & Members
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted
unanimously to consider business by the Mayor and Members of the Board of Public Safety.
Commissioner McElroy congratulated Ms. Dallavalle and all the Police Officers for their awards, and to
Drakeville's 75 years of service to the community.
Commissioner Battle thanked the Police and Fire for their service to the community.
Commissioner McLeod congratulated the Officers presented with awards.
Commissioner Benedetto asked Chief Baldwin if the Police Social Worker position has been filled, Chief
Baldwin said there were ten applications and two interviews scheduled, and the position is still open.
Commissioner Benedetto congratulated Drakeville on their 75 years. He also took a moment to congratulate
City Clerk Carol Anderson on being awarded Clerk of the Year for Connecticut.
Adjournment
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted
unanimously to adjourn at 7:21 p.m.
