Approved by City Council & WPCA May 1, 2023 Vote: Unanimous MINUTES Vol 27, Page 216 CITY COUNCIL & WPCA PUBLIC HEARING: CH. 128 “SOLID WASTE” CITY HALL AUDITORIUM/ZOOM April 17, 2023 A PUBLIC HEARING was held by the City Council & WPCA of the City of Torrington on Monday, April 17, 2023, to solicit citizen input regarding the proposed changes to Chapter 128 “Solid Waste”. Attendance was by Zoom and in person. Present at City Hall were Mayor Elinor Carbone, and City Councilors Drake Waldron, Keri Hoehne, Paul Cavagnero, Anne Ruwet, and Armand Maniccia. City Councilor David Oliver and Corporation Counsel Victor Muschell participated via Zoom. Also present in person were Public Works Director Ray Drew, Fire Chief Eric Borden, Deputy Fire Chief David Tripp, Economic Development Director Rista Malanca, Fleet Manager Emil Castro, Facilitiers Director Jamie Sykora, WPCA Administrator Edward Tousey, and Interim Superintendent of Streets and Parks Tim Cote. City Engineer Paul Kundzins also joined via Zoom. Mayor Carbone called the Public Hearing to order at 6:30 p.m. beginning with the Pledge of Allegiance. Assistant City Clerk Heather Abraham read the legal notice into the record. Councilor Cavagnero arrived at 6:35 p.m. PUBLIC COMMENT Sharon Waagner, a Torrington resident, asked the Council to table the Ordinance. She feels that there was not enough time given to announce the Public Hearing and that not enough people show up to comment and share their thoughts. She also mentioned different ways to reach residents. She went on to say that there should be a bulleted easy to understand page in which the changes are outlined for residents. Tom Kandefer, a Torrington resident, shared his thoughts on the abandoned cart section of the Ordinance. He believes that the directions for the retailers are more burdensome than warranted. He also said that the donation bins around town have turned into a dumping ground. He mentioned that one of the biggest issues with the Ordinance would charging fees for the disposal of refuse.
