Approved by City Council & WPCA June 5, 2023 Vote: Unanimous MINUTES Vol 27, Page 227 CITY COUNCIL & WPCA PUBLIC HEARING: CH. 24 “FAIR RENT COMMISSION” CITY HALL AUDITORIUM/ZOOM May 15, 2023 A PUBLIC HEARING was held by the City Council & WPCA of the City of Torrington on Monday, May 15, 2023, to solicit citizen input regarding a proposed Ordinance establishing a Fair Rent Commission, pursuant to Connecticut General Statutes (CGS) 7-148b et seq. Attendance was by Zoom and in person. Present at City Hall were Mayor Elinor Carbone, Corporation Counsel Victor Muschell, and City Councilors Drake Waldron, Keri Hoehne, and Armand Maniccia. City Councilors Anne Ruwet and David Oliver participated via Zoom. Also present in person were Public Works Director Ray Drew, Facilities Director, Jamie Sykora, City Comptroller Robin Stanziale, Treasurer Dan Farley, and WPCA Administrator Edward Tousey. City Councilor Paul Cavagnero was absent. Mayor Carbone called the Public Hearing to order at 6:30 p.m. beginning with the Pledge of Allegiance. Assistant City Clerk Heather Abraham read the legal notice into the record. PUBLIC COMMENT Brenda DiCarlo said that if you own property in Torrington, you should be eligible for a landlord position on the Fair Rent Commission. Kevin Hayes, a Torrington resident, shared his thoughts on complaints being submitted to the City Clerk where they can be time-stamped and distributed to the Fair Rent Commission. Tom Kandefer, a Torrington resident, shared his thoughts on how the Fair Rent Commission could be more streamlined and made suggestions like receiving complaints in a central location like the City Clerks office, and also establishing a complaint form.
