Approved by the City Council & WPCA MINUTES December 16, 2024 Vol 27, Page 466 CITY COUNCIL & WPCA Vote: Unanimous REGULAR MEETING Zoom December 9, 2024 A SPECIAL MEETING of the City Council and Water Pollution Control Authority (WPCA) of the City of Torrington was held via Zoom on Monday, December 9, 2024. Present on Zoom were Mayor Elinor Carbone, Corporation Counsel Michael Magistrali, City Councilors Drake Waldron, Stephen Ivain, Molly Spino, Anne Ruwet, and Paul Cavagnero. Councilor David Oliver was absent. Mayor Carbone called the meeting to order at 4:01 p.m. Executive Session On a motion by Councilor Ruwet, seconded by Councilor Spino, the Council voted unanimously to enter into an executive session pursuant to C.G.S. §1-200(6)(B) to discuss strategy and negotiations with respect to pending claims or pending litigation, at 4:03 p.m., inviting Atty. Magistrali. Open Session On a motion by Councilor Ruwet, seconded by Councilor Spino, the Council voted unanimously to go into open session at 4:41 p.m. Vote – Litigation On a motion by Councilor Spino, seconded by Councilor Cavagnero, the Council voted unanimously to authorize the Mayor to retain the services of Robinson & Cole LLP for legal services and engagement regarding potential litigation. Adjournment On a motion by Councilor Waldron, seconded by Councilor Spino, the Council voted unanimously to adjourn at 4:42 p.m. Respectfully submitted by ATTEST: Heather Abraham, Asst.
