PUBLIC HEARING: TAXATION ORDINANCE - ARTICLE VIII, “TAX EXEMPTION FOR LOW-INCOME
VETERANS" AND PLAIN STREET DISCONTINUANCE

April 7, 2025
A PUBLIC HEARING was held by the City Council & WPCA of the City of Torrington on Monday, April 7,
2025, to solicit citizen input regarding proposed changes to the City’s Code of Ordinances, Chapter 187,
entitled “Taxation”, Article VIII, “Tax Exemption for Low-Income Veterans”, and an ordinance to
discontinue Plain Street.
Attendance was in person. Present at City Hall were Mayor Elinor Carbone, Corporation Counsel Michael
Magistrali, and City Councilors Drake Waldron, Stephan Ivain, Molly Spino, Anne Ruwet, Paul Cavagnero,
and David Oliver. Also present in person were Public Works Director Ray Drew, Facilities Manager Jamie
Sykora, Assessor Stacie Maldonado, Economic Development Director William Wallach, Economic and
Community Development Coordinator Richard Lopez, and Treasurer Dan Farley. No one joined via
Zoom.
Mayor Carbone called for a moment of silence in honor of Sergeant Nicholas Lettieri, who passed away
over the weekend after ten years of service with the Police Department.
Mayor Carbone called the meeting to order at 6:33 p.m., beginning with the Pledge of Allegiance.
City Clerk Carol Anderson read the legal notices into the record.
Assessor Stacie Maldonado provided a summary of the ordinance amendment to align it with the
corresponding State Statute and to include reevaluation years. Councilor Ivain asked whether the
phrase 'and/or surviving spouse' in the Ordinance means it applies to both parties. Mrs. Maldonado
confirmed that it does.

No one from the Public wished to speak.
PUBLIC HEARING CLOSED
Mayor Carbone declared the public hearing closed at 6:38 p.m.
