Approved by the City Council & WPCA June 17, 2025 Vote: Unanimous MINUTES Vol. 27, Page 536 CITY COUNCIL & WPCA PUBLIC HEARING: 2025 NEIGHBORHOOD ASSISTANCE ACT CITY HALL AUDITORIUM/ZOOM JUNE 2, 2025 A PUBLIC HEARING was held by the City Council at the City Hall auditorium on Monday, June 2, 2025, to solicit citizen input regarding proposals for participation in the 2025 Neighborhood Assistance Act Program. Attendance was by ZOOM and in person. Present at the City Hall Auditorium were Mayor Elinor Carbone, Deputy Police Chief Bart Barown, Economic Development Director William Wallach, Superintendent of Public Works Tim Cote, and Councilors Drake Waldron, Stephen Ivain, Molly Spino, Anne Ruwet, and Paul Cavagnero. Public Works Director Ray Drew and Assistant City Planner Nate Nardi-Cyrus participated via Zoom. Councilor David Oliver and Corporation Counsel Michael Magistrali were absent. Mayor Carbone called the Public Hearing to order at 6:33 p.m., beginning with the Pledge of Allegiance. City Clerk Carol Anderson read the legal notice. Public Comment Jessica Gueniat, Director of the Torrington Library, explained to the Council that they would use these funds to replace light bulbs and fixtures to make the library energy efficient.
